BACKGROUND
The Cedardale High Pressure Zone is primarily supplied by the Alta Mesa Pump Station and a 0.5-million-gallon elevated storage tank. Due to the tank’s low elevation, it operates effectively only within its upper 15 feet, resulting in insufficient water pressure, particularly in higher elevation areas. During emergency conditions, such as pump station outages, system pressures in some areas fall below the Texas Commission on Environmental Quality’s (TCEQ) minimum requirement of 35 psi, even with support from adjacent zones via boundary valves. The pressure zone has also experienced increasing water demand, primarily due to population and industry growth. These challenges, along with aging infrastructure and operational limitations, highlight the need for system-wide improvements.
This action will authorize a construction services contract with Flow-Line Construction, Inc., for critical water system improvements within the Cedardale High Pressure Zone, located at the southern boundary of the Dallas Water Utilities Department (DWU) system near the City of Lancaster. This project represents the first phase of Cedardale High Pressure Zone Improvements. Future phases will include upgrades to the Alta Mesa Pump Station and the construction of a new elevated storage tank. The current construction effort will establish a direct pipeline connection between the Cedardale and South High-Pressure Zones. This improvement will help maintain adequate pressure during emergency events and accommodate future demand. It also supports DWU’s broader objectives to enhance water system performance, reduce service interruptions, and ensure regulatory compliance. Additional enhancements, including potential pressure zone boundary adjustments and storage capacity improvements, are being evaluated separately.
The construction scope includes the installation of approximately 8,640 feet of 24-inch, 70 feet of 60-inch, and 160 feet of 48-inch diameter water pipelines. It also includes 1,560 feet of smaller-diameter pipe replacements (less than 20-inch diameter) within the project limits along with a cast-in-place junction box and associated appurtenances, traffic control, and pavement and site restoration. The project will improve system capacity, enhance operational resilience, ensure regulatory compliance, and support the City’s long-term water infrastructure and service goals.
Flow-Line Construction, Inc. has had no contractual activities for the past three years.
