BACKGROUND

 

On January 12, 2022, the City Council authorized a contract with the Dallas Arts District Foundation (DADF) for the donation of privately funded design plans for a City of Dallas 2017 General Obligation Bond Program project for streetscape and pedestrian improvements at the intersection of Pearl Street and Flora Street by Resolution No. 22-0141.

 

On March 14, 2025, the City of Dallas issued a solicitation “Request for Bids CIZ24-TRN-3131 - Pearl Street Intersection Improvements” for the construction of intersection improvements at the intersections of Pearl Street at Flora Street and Pearl Street and Ross Avenue. Design plans for the intersection of Pearl Street at Flora Street were donated to the City by DADF, and the intersection is funded through the 2017 General Obligation Bond Program and monetary contributions from DADF. The intersection of Pearl Street and Ross Avenue is funded through the Dallas Area Rapid Transit (DART) Public Transportation Improvement Program. The engineer’s estimate for the project is $2,431,655.70.

 

The following three bids for the Pearl Street Intersection Improvements Project were received and opened on April 18, 2025: Axis Contracting, Inc. ($4,083,142.25), Palmer Hall Construction, LLC ($2,513,552.53), and Rebcon, LLC ($4,114,671.00). Palmer Hall Construction, LLC was determined to be the apparent low bidder and was notified by email on April 21, 2025, to begin gathering documentation for potential council award. Later that day, Palmer Hall Construction, LLC submitted a letter to the City withdrawing their bid, citing a bid miscalculation.

 

 

 

After discussion with staff, DADF agreed to modify the design plans to remove certain elements that impacted the bid prices. This would allow the project to be re-bid within the project budget as DADF would be responsible for all cost overruns associated with the project. The Department of Transportation and Public Works and DADF would review and modify the engineered plan set and bid items before readvertisement.

 

This action will authorize the rejection of the bids received for solicitation CIZ24-TRN-3131 - Pearl Street Intersection Improvements; modification of the engineered plan set and bid items; and readvertisement for new bids for the modified project.
