BACKGROUND

 

These services will be provided at the following city facilities: community centers, cultural facilities, fire stations, libraries, police stations, service centers, historical facilities, and City Hall. Services will be performed on one or more of the following building systems: accessibility components, building envelopes, heating, ventilation, and air-conditioning systems, electrical systems, plumbing systems, interior finishes, exterior finishes, and roofing systems.

 

JOC is an alternative contracting method that provides an option to address construction, repair, rehabilitation, and alterations at City-owned buildings, as provided for by Texas Government Code Chapter 2269. This action does not encumber funds. The purpose of a JOC is to establish firm pricing for the above-mentioned services, for a specified term, which are ordered on an as needed basis.

 

This action will authorize an increase in the two-year construction services contracts, with one-year renewal for job order contracting services with METCO Engineering, Inc., Big Sky Construction Company, Inc., Brown & Root Industrial Services, LLC, Gilbert May Inc. dba Phillips May Corporation, RS Commercial Construction, LLC, and Nouveau Technology Services, LP dba Nouveau Construction and Technology Services, L.P, to provide job order contracting services at City Facilities, in an amount not to exceed $2,500,000.00, increasing the contract amount from $10,000,000.00 to $12,500,000.00.

On November 9, 2022, the City Council authorized a two-year construction services contracts with METCO Engineering, Inc., Big Sky Construction Company, Inc., Brown & Root Industrial Services, LLC, Gilbert May Inc. dba Phillips May Corporation, RS Commercial Construction, LLC, and Nouveau Technology Services, LP dba Nouveau Construction and Technology Services, LP, to provide job order contacting services at City facilities, in an amount not to exceed $10,000,000.00, by Resolution No. 22-1676.

 

On May 24, 2023, the City Council authorized Change Order No. 1 to the construction services contract for a job order contract with Nouveau Technology Services, LP dba Nouveau Construction and Technology, LP, to provide additional construction services at Stemmons Municipal Center located at 7800 North Stemmons Freeway, in an amount not to exceed $124,420.78, increasing the contract amount from $456,586.99 to $581,007.77, by Resolution No. 23-0704.

 

On February 28, 2024, the City Council authorized the transfer and reallocation of ARPA funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Fund to the ARPA Redevelopment multi-year fund to aid with completing projects by Resolution No. 24-0315.
