BACKGROUND

 

This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

 

This Supplemental Agreement will provide for continued expansion of services for Phase II of the enterprise work order and asset management system (EWAMS). This supplemental agreement updates tasks in support of security asset management. It also modifies certain tasks to address delays that arose from the COVID-19 pandemic, the 2023 ransomware attack, and associated limitations on the availability of City resources, including personnel and technology needed to complete the project.  This supplemental agreement addresses business needs stemming from assumptions in the original task descriptions that must be modified due to previous and ongoing limitations on availability of City resources for EWAMS administration and the development of the external sides of certain EWAMS interfaces that were originally assumed to be the City’s responsibility. This supplemental agreement also addresses the City’s request for additional services in support of the Department of Public Works. It also provides services to update the geographic information system/EWAMS data interface (synchronization configurations) to accommodate the complete re-design of the geographic information system databases that the Dallas Water Utilities Department is undertaking as it transitions from the current Geometric Network model to the geographic information system utility network model.

 

 

In accordance with Administrative Directive 4-05, Paragraph 9.3.5, Special Needs Justification was approved to contract with Brio Services, LLC dba Brio Consulting, LLC.

 

On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141.  This contract renewal option includes the living wage of $18.24.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On September 12, 2018, the City Council, authorized a five-year contract for program management services to assist with the implementation of Phase II of the enterprise work order and asset management system with Brio Services, LLC dba Brio Consulting, LLC by Resolution No. 18-1266.
