Title
Authorize Supplemental Agreement No. 4 to the professional engineering services contract with Bartlett & West, Inc., formerly known as Civil Associates, Inc., to provide additional preliminary engineering, subsurface utility engineering, and survey services to design roadway modifications of Park Lane from Greenville Avenue to Hemlock Avenue, Hemlock Avenue to Abrams Road, and along Fair Oaks Avenue from Ridgecrest Road to Walnut Hill Lane - Not to exceed $1,445,160.60, from $1,150,194.30 to $2,595,354.90 - Financing: Street and Transportation (A) Fund (2017 General Obligation Bond Fund) ($460,402.00), Bike Lane Fund ($100,000.00), 2024B Certificates of Obligation Fund ($884,758.60)

BACKGROUND
On September 9, 2020, the City Council authorized an Advance Funding Agreement with the Texas Department of Transportation (TxDOT) for the Congestion Mitigation and Air Quality Improvement Program (Agreement No. CSJ 0918-47-295, CFDA No. 20.205) in the amount of $8,139,705.00 as federal share in the total project cost of $8,589,840.00 (includes Federal $8,139,705.00, Direct State $82,220.00 and Indirect State $367,915.00 participation totaling $8,589,840.00) for cost related to reconstruction of the roadway to accommodate bicycle lanes and sidewalks on Park Lane from Greenville Avenue to Hemlock Avenue, intersection improvements at Shady Brook Lane and five-point intersections, and pavement restriping to accommodate four-through lanes with left turn lanes and bicycle lanes by Resolution No. 20-1316.
On March 9, 2022, the City Council authorized a Project Specific Agreement with Dallas County, Transportation - Major Capital Improvement Projects (Project No. 10228), in the amount of $355,000.00, reduced by $40,000.00 for County in-house project delivery cost for a total of $315,000.00, for the purpose of study/conceptual development and preliminary engineering for transportation improvements to the Dallas County 6th Call MCIP Project 10228 Park Lane from Greenville Avenue to Abrams Road, and Fair Oaks Avenue from Ridgecrest Road to Walnut Hill Lane by Resolution No. 22-0450. It was determined that the project would be completed in two phases with Phase I covering preliminary engineering and public engagement, and Phase II covering detailed design (this action).
On March 9, 2022, the City Council authorized a professional engineering services contract with Civil Associates, Inc. to design roadway modifications of Park Lane from Greenville Avenue to Hemlock Avenue, Hemlock Avenue to Abrams Road, and along Fair Oaks Avenue from Ridgecrest Road to Walnut Hill Lane including improved connectivity to the SoPac and White Rock trails; and to design the reconstruction of water and wastewater infrastructure in the area, in an amount not to exceed $1,052,055.30, by Resolution No. 22-0451. This was noted as Phase I to perform preliminary engineering for the project, which will form the basis for Phase II to perform the detailed design services (this action).
On April 19, 2022, Administrative Action No. 22-5672 authorized Supplemental Agreement No. 1 to the contract to include the final negotiated scope and a missing fee tab to ensure the contract reflected accurate information.
On January 25, 2023, Administrative Action No. 23-5347 authorized Supplemental Agreement No. 2 to the contract to assign the contract to Bartlett & West, Inc., from Civil Associates, Inc., due to merger of the companies.
On May 11, 2024, Administrative Action No. 24-5806 authorized Supplemental Agreement No. 3 to the contract for additional subsurface utility engineering (SUE) and survey services for the Park Lane Improvements Project in the amount of $98,139.00, increasing the contract amount from $1,052,055.30 to $1,150,194.30.
It is now necessary to provide additional services to accommodate revisions to the design and develop detailed design plans (Phase II). This action will authorize Supplemental Agreement No. 4 to the professional engineering services contract with Bartlett & West, Inc., formerly known as Civil Associates, Inc., to provide additional preliminary engineering, SUE, and survey services for the Park Lane Improvements Project in the amount of $1,445,160.60, increasing the contract amount from $1,150,194.30 to $2,595,354.90.
