Authorize a construction contract for Complex A Mechanical and Process Improvements at the Central Wastewater Treatment Plant - Archer Western Construction, LLC, lowest responsible bidder of three - Not to exceed $12,759,200.00 - Financing: Wastewater Capital Improvement E Fund

BACKGROUND
The Activated Sludge Complex A at the Central Wastewater Treatment Plant was built in 1973 and consists of 12 individual aeration basins and final clarifiers. The existing configuration presents treatment challenges and inefficiencies and limits operational flexibility. Various process, mechanical, electrical and structural improvements have been designed at Complex A to increase aeration efficiency, provide operational flexibility, and extend the useful service life of this critical treatment facility.
This action will authorize a construction contract that includes the replacement of Complex A aeration diffusers and supports, installation of new primary and secondary splitter box weir gates, replacement of six chlorine evaporators and appurtenances, installation of chlorine solution header in the Chlorine Building, replacement of existing chlorine solution yard piping and installation of a parallel chlorine solution line, installation on new chlorine solution diffusers, replacement of submersible dewatering pumps and all appurtenances, replacement of motors and installation of variable frequency drives at the Returned Activated Sludge Pump Station, and installation of a new monorail crane at Complex A. The improvements will result in a reduction of separate treatment trains from twelve to six, provide better automation, and increase operational efficiency.
