Title
Authorize an increase in the construction services contract with Douglas Dailey Construction, LLC for additional work associated with the installation of water services, large valve manholes, dewatering efforts for construction, and additional paving and surface restoration work - Not to exceed $750,410.00, from $13,921,735.00 to $14,672,145.00 - Financing: Water Capital Improvement F Funds ($558,035.00) and Wastewater Capital Improvement F Funds ($192,375.00)

BACKGROUND
On May 25, 2022, the City Council authorized a construction services contract for the replacement and rehabilitation of approximately 27,884 feet of water and wastewater mains at 13 locations by Resolution No. 22-0816. During construction at Luna Road from Northwest Highway (Loop 12) to Royal Lane, Dallas Water Utilities (DWU) encountered unforeseen site, soil, groundwater, and vegetation conditions requiring extensive dewatering efforts; determined the need for additional water service installations at locations where previously unidentified existing water meters were exposed during construction; and made design modifications to include large valve manholes for future access improvements. At another location on Jefferson Boulevard from Ravinia Drive northeast, it was also determined that additional concrete curb and gutter replacement and pavement extension was necessary. Available funding under the original contract will not be adequate to address the additional work.
This action will authorize Change Order No. 1 to the construction services contract with Douglas Dailey Construction, LLC for additional funding needed to complete the ongoing installation of the water and wastewater improvements at Luna Road and Jefferson Boulevard. The existing water and wastewater mains are identified to be aging and in need of repair and replacement due to poor condition, service interruptions and increased maintenance efforts. Some of these mains also need to be upsized to meet future demands. For these reasons, there is strong need to complete the additional work described above in a timely manner to improve the capacity of the water/wastewater system, reduce maintenance efforts/costs, and avoid service interruptions.
