BACKGROUND
Dolphin Road (Hatcher Street) from Spring Avenue to north of South Haskell Avenue is a partnership project between the City of Dallas and the Texas Department of Transportation (TxDOT) (CSJ No. 0918-45-826, CFDA No. 20.205). The City is the lead agency responsible for administering the design and construction of the project.
The project scope will include the reconstruction of the existing four-lane undivided roadway to a four-lane divided roadway with concrete pavement, curb, gutter, sidewalk, crosswalks, drive approaches, drainage system, water and wastewater main, traffic signal, signage, pavement markings, and lighting improvements. The total estimated construction cost of the project is $6,800,664.75, of which $1,840,000.00 is to be reimbursed by federal funds through TxDOT and the remaining $4,960,664.75 is to be funded by the City of Dallas ($1,412,172.85 by Dallas Water Utilities and $3,548,491.90 by the 2017 Bond Program). The City will be responsible for any cost overruns.
This project is needed to reduce traffic congestion, eliminate cut-through traffic into the neighborhood, and improve pedestrian safety, by providing traffic signal improvements, and creating a median with refuge islands and a Hawk signal.
The acquisition of additional right-of-way (ROW) along Dolphin Road from Mingo Street to South Haskell Avenue/Military Parkway is needed to reconstruct the existing four-lane undivided roadway into a four-lane divided roadway. The total estimated ROW acquisition cost for the project is $995,000.00, of which the federal share is $796,000.00 and the remaining $199,000.00 including any cost overruns is to be funded by the City of Dallas.
This action will authorize an increase in appropriations, in an amount not to exceed $796,000.00, in the Capital Projects Reimbursement Fund and the receipt and deposit of funds from TxDOT, in the amount of $796,000.00, in the Capital Projects Reimbursement Fund for the federal share of right-of-way acquisition costs for Dolphin Road (Hatcher Street) from Spring Avenue to north of South Haskell Avenue/Military Parkway.

On May 27, 2015, City Council authorized the termination of the existing Interlocal Agreement with TxDOT for the Dolphin Road (Hatcher Street) Project from Spring Avenue to North Haskell Avenue previously approved on January 8, 1997 and authorized a Local Transportation Project Advance Funding Agreement between the City of Dallas and TxDOT for the design and construction of paving improvements to the Dolphin Road (Hatcher Street) from Spring Avenue to North Haskell Avenue by Resolution No. 15-0965.
On August 8, 2018, City Council authorized an additional payment to TxDOT for the City's share of estimated direct state costs for the construction oversight of the Dolphin Road (Hatcher Street) Project from Spring Avenue to north of Haskell Avenue by Resolution No. 18-1029.
On October 13, 2020, City Council, authorized a construction services contract with Tiseo Paving Company for the street reconstruction of Dolphin Road from Spring Avenue to north of Haskell Avenue by Resolution No. 20-1521.
On January 27, 2021, City Council authorized acquisition from Dorothy Mae Brookins, of approximately 4,140 square feet of land located near the intersection of Dolphin Road and Detonte Street for the Dolphin Road from Spring Avenue to North Haskell Avenue Project by Resolution No. 21-0221.
On January 27, 2021, City Council authorized acquisition from Frazier Revitalization Inc., of approximately 4,300 square feet of land located near the intersection of Dolphin Road and Detonte Street for the Dolphin Road to Spring Avenue to North Haskell Avenue Project by Resolution No. 21-0222.
On January 27, 2021, City Council authorized acquisition from Freddie Ansley, Fred Isler and Elbert Robinson, Sr., Trustees of the Progressive Baptist Church (East), and their successors in office, of approximately 6,360 square feet of land located near the intersection of Dolphin Road and Detonte Street for the Dolphin Road from Spring Avenue to North Haskell Avenue Project by Resolution No. 21-0223.
On January 27, 2021, City Council authorized acquisition from Jose Juan Morales and Diana Corina Villalobos, of approximately 6,360 square feet of land located near the intersection of Dolphin Road and Detonte Street for the Dolphin Road from Spring Avenue to North Haskell Avenue Project by Resolution No. 21-0224.
On January 27, 2021, City Council authorized acquisition from Light Economic & Development, Inc., of approximately 4,140 square feet of land improved with a single-family dwelling located near the intersection of Dolphin Road and Detonte Street for the Dolphin Road from Spring Avenue to North Haskell Avenue Project by Resolution No. 21-0225.
On January 27, 2021, City Council authorized acquisition from Reymundo Lopez and Jullis Acosta Mata, of approximately 4,140 square feet of land improved with a single-family dwelling located near the intersection of Dolphin Road and Detonte Street for the Dolphin Road from Spring Avenue to North Haskell Avenue Project by Resolution No. 21-0226.
On January 27, 2021, City Council authorized acquisition from The Royal Kingsquest, LLC, of approximately 9,987 square feet of land improved with a commercial building located near the intersection of Dolphin Road and Detonte Street for the Dolphin Road from Spring Avenue to North Haskell Avenue Project by Resolution No. 21-0227.
On January 27, 2021, City Council authorized acquisition from Wilburn Alexander, Jr., of approximately 4,280 square feet of land located near the intersection of Dolphin Road and Detonte Street for the Dolphin Road to Spring Avenue to North Haskell Avenue Project by Resolution No. 21-0228.
On March 24, 2021, City Council authorized acquisition of a street or road and utility right-of-way easement from Oncor Electric Delivery Company, of approximately 2,162 square feet located near the intersection of Dolphin Road and Detonte Street for the Dolphin Road from Spring Avenue to North Haskell Avenue Project by Resolution No. 21-0488.
On August 11, 2021, City Council authorized the second step of acquisition for condemnation by eminent domain to acquire from Wilburn Alexander, Jr., of approximately 4,280 square feet of land, located near the intersection of Dolphin Road and Detonte Street for the Dolphin Road from Spring Avenue to North Haskell Avenue Project by Resolution No. 21-1279.
On August 25, 2021, City Council authorized an increase in the purchase amount of acquisition from Reymundo Lopez and Jullis Acosta Mata, of approximately 4,140 square feet of land improved with a single-family dwelling located near the intersection of Dolphin Road and Detonte Street for the Dolphin Road from Spring Avenue to North Haskell Avenue Project by Resolution No. 21-1364.
On September 22, 2021, City Council authorized the second step of acquisition for condemnation by eminent domain to acquire from Light Economic & Development, Inc., of approximately 4,140 square feet of land, located near the intersection of Dolphin Road and Detonte Street for the Dolphin Road from Spring Avenue to North Haskell Avenue Project by Resolution No. 21-1602.
On April 13, 2022, City Council authorized the second step of acquisition for condemnation by eminent domain to acquire from Jose J. Morales and Diana Corina Villalobos, approximately 6,360 square feet of land, located near the intersection of Dolphin Road and Detonte Street for the Dolphin Road from Spring Avenue to North Haskell Avenue Project by Resolution No. 22-0589.
On April 13, 2022, City Council authorized the second step of acquisition for condemnation by eminent domain to acquire from The Royal Kingsquest, LLC, of approximately 9,987 square feet of land, improved with a church building, located near the intersection of Dolphin Road and Detonte Street for the Dolphin Road from Spring Avenue to North Haskell Avenue Project by Resolution No. 22-0590.
