Authorize a two-year cooperative purchasing agreement for hardware support and maintenance on the City’s existing data aggregation platform services for the Department of Information and Technology Services with Mark III Systems, Inc. through The U.S. General Services Administration cooperative agreement - Not to exceed $257,504.58 - Financing: Data Services Fund (subject to annual appropriations)

BACKGROUND
This cooperative purchasing agreement will ensure server maintenance support for the City’s existing data aggregation platform from Mark III Systems, Inc. The citywide aggregation platform was implemented to assist the city in sharing, analyzing and visualize information across multiple departments to support data driven decisions. As a part of the City’s data strategy, this data aggregation platform provides a shared data environment that fosters better insight into data collected by various City systems.
Key Benefits:
• Support from Mark III Systems, Inc. will ensure we will be able to restore the services in a timely fashion in case of a failure.
• Support from Mark III Systems, Inc. will also ensure the security and other patches are applied on all servers regularly to remove any security threat to the data platform and the greater City environment.
• Mark III Systems, Inc. has good knowledge of the City’s current environment since they have been providing great support for last 6+ years.
The U.S. General Services Administration cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 10, 2020, the City Council authorized a two-year contract, with one two-year renewal option, for hardware maintenance and support for the City’s existing data aggregation platform with Mark III Systems, Inc. by Resolution No. 20-0922.
On March 9, 2022, the City Council authorized Supplemental Agreement No. 1 to exercise the one two-year renewal option, to the hardware maintenance and support for the City’s existing data aggregation platform with Mark III Systems, Inc. by Resolution No. 22-0470.
