BACKGROUND

 

The City of Dallas Department of Aviation solicited proposals from pre-qualified firms to provide Program Management Services in support of the landmark Love Field Expansion Airport Program (LEAP) in January 2026. HNTB Corporation was selected as the most advantageous proposer.

 

LEAP is a multi-year, $2.5 billion Capital Improvement Program and represents the largest single investment ever undertaken at Dallas Love Field. This transformative initiative will expand capacity and enhance the passenger experience through the delivery of 14 major infrastructure projects across terminal, airside, landside, and support facility areas.

 

A dedicated Program Manager is critical to the successful, full life-cycle delivery of the program. The scale and complexity of this program require major reconstruction to be carried out within a constrained footprint while maintaining active airport operations, which in turn demands strong, centralized leadership to ensure alignment across all phases.

 

The Program Manager provides day-to-day leadership, coordination, and accountability across multiple projects, ensuring that design, construction, and operations remain fully integrated while minimizing disruptions to passengers and airlines. This role is essential for managing complex phasing, maintaining schedule discipline, controlling costs, and resolving issues in real time.

 

By centralizing oversight and enforcing consistent standards, the Program Manager strengthens coordination, improves efficiency, and reduces overall program risk. This approach supports timely, on-budget delivery while safeguarding the City’s investment and maintaining a seamless travel experience.

 

This action will authorize a four-year consultant services contract, with one three-year renewal option with HNTB Corporation at the City’s discretion, to provide program oversight, project controls and performance management, strategic alignment, financial capital planning, stakeholder engagement, staff augmentation, software capabilities, technology integration, and other support services throughout LEAP’s lifecycle.
