Title

Authorize a three-year Interlocal agreement with Sam Houston State University for access to a Criminal Research Information Management and Evaluation Law Enforcement database for the Department of Information and Technology Services - Not to exceed $180,000.00 - Financing: 9-1-1 System Operations Fund (subject to annual appropriations)

Body

BACKGROUND

This Interlocal agreement will provide three, one-year terms of subscription service for the Criminal Research Information Management and Evaluation Law Enforcement software application.  The ability to perform Criminal Justice Information Systems Records Checks is a necessity for multiple facets of the Dallas Police Department (DPD) as well as the Dallas Fire-Rescue (DFR) Arson Unit.  This software application will provide both DPD and DFR with the ability to perform that critical function in accordance with their job duties including the ability to access files such as warrants, stolen vehicles, Computerized Criminal Histories, vehicle licenses and identification numbers, stolen guns, and articles.

The Interlocal agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 791.025 (c) provides that “A local government that purchases goods and services under this section [791.025] satisfies the requirement of the local government to seek competitive bids for the purchase of the goods and services.”
