Authorize a professional engineering services contract with Urban Engineers Group, the most highly qualified proposer specifically for traffic signal design services for the four intersections in Group 6 as follows: Marsh Lane at Northaven Road, Midway Road at Northaven Road, Inwood Road at Willow Lane, Inwood Road and Northaven Lane; and other related tasks - Not to exceed $357,930.00 - Financing: Coronavirus State and Local Fiscal Recovery Fund ($319,730.00) and Street and Transportation (A) Fund (2017 General Obligation Bond Fund) ($38,200.00)

BACKGROUND
This action will authorize a professional engineering services contract with Kimley-Horn and Associates, Inc., for the design of traffic signals at the following intersections:
Intersection Council District
Inwood Road and Northaven Lane 13
Inwood Road at Willow Lane 13
Marsh Lane at Northaven Road 13
Midway Road at Northaven Road 13
This design contract will support the installation of warranted traffic signal infrastructure at these intersections to improve traffic efficiency and safety.
On March 1, 2024, the City of Dallas released Request for Qualifications “CIZ24-TRN-3071-Traffic Signal Design Professional Engineering Services - Multiple Contracts” for professional engineering services for the development of traffic signal plans, specifications, and estimates for twelve traffic signal groups and received fifteen proposals from interested firms.
In May 2024, a five-member selection committee consisting of staff from the Department of Transportation, Department of Public Works, and Business Enterprise Hub reviewed and evaluated the proposals. Kimley-Horn and Associates, Inc., was selected by the review committee as the most highly qualified proposer to provide professional services specifically for the four traffic signal intersections in Group 6.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 23, 2021, the City Council authorized the acceptance of grant funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.
On September 22, 2021, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the American Rescue Plan Act Funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund by Resolution No. 21-1590.
On September 28, 2022, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2022-23 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the American Rescue Plan Act Funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund by Resolution No. 22-1480.

PROCUREMENT INFORMATION
The request for Qualifications (RFQ) asked firms to rank their preference for each traffic signal group (twelve groups of signal packages total). Based on the RFQ responses, a city selection committee ranked the firms as shown below. The selection committee subsequently reviewed, evaluated the firms, and ranked them for each specific signal package, taking into consideration each firm’s stated preferred traffic signal group. The 12 traffic signal groups are assigned to the most highly qualified proposer for that signal group:
