BACKGROUND
The Texas Department of Transportation (TxDOT) administers the Federal Highway Safety Improvement Program, which provides grant funding to reconstruct traffic signals at high-accident intersections in the city of Dallas.
On August 28, 2024, the City Council authorized an Advance Funding Agreement (AFA) with TxDOT for the design, upgrade, and construction of six traffic signals and associated off-system intersection improvements at the following locations:
Off-System Intersections:
• Cedar Springs Road at Manor Way (CSJ 0918-47-406), (CD2)
• Eastridge Drive at Skillman Street (CSJ 0918-47-403), (CD9, CD13)
• Forest Lane at Josey Lane (CSJ 0918-47-404), (CD6, CD13)
• Frankford Road at Vail Street (CSJ 0918-47-405), (CD12)
• Greenville Avenue at Markville Drive (CSJ 0918-47-408), (CD10)
• Hillcrest Road at Royal Lane (CSJ 0918-47-411), (CD11, CD13)
The AFA included a required local match in the amount of $582,355.85 ($282,355.85 for direct state costs paid to TxDOT and an estimated cost burden of $300,000.00 for design).
All six traffic signal locations are on the Vision Zero High Injury Network, which identifies city streets that account for a disproportionate number of fatal and severe crashes. Reconstructing these traffic signals may improve safety and contribute to advancing the City’s Vision Zero goal of eliminating traffic fatalities and reducing severe injuries.
Due to sharp increases in material costs since the original construction estimates were prepared, primarily in traffic signal poles and concrete, the lowest bid for the six intersections exceeded estimates by $652,299.00.
This action will authorize payment to TxDOT for the cost overrun amount for the six intersections as agreed to in the AFA.

On August 28, 2024, the City Council authorized an AFA with TxDOT in the estimated amount of $3,707,223.51 for a U.S. Department of Transportation - Federal Highway Administration 2021 Highway Safety Improvement Program grant (Agreement No. CSJ 0918-47-403, etc., Assistance Listing No. 20.205) in the amount of $2,974,286.00 as Federal participation, $582,355.85 ($282,355.85 for direct state costs paid to TxDOT and an estimated $300,000.00 for design) as local participation, and $151,571.66 as State participation for indirect state costs to construct traffic signal improvements at the following six locations: Eastridge Drive at Skillman Street (CSJ 0918-47-403), Forest Lane at Josey Lane (CSJ 0918-47-404), Frankford Road at Vail Street (CSJ 0918-47-405), Cedar Springs Road at Manor Way (CSJ 0918-47-406), Greenville Avenue at Markville Drive (CSJ 0918-47-408), and Hillcrest Road at Royal Lane (CSJ 0918-47-411) by Resolution No. 24-1178.
