Authorize (1) Supplemental Agreement No. 1 to increase the cooperative purchasing agreement with AT&T Enterprises, LLC for the purchase of hardware, software, and managed services to upgrade the City's 9-1-1 system for the Department of Information and Technology Services; and (2) extend the term for five years from August 10, 2026 to August 10, 2031 - Not to exceed $10,351,125.00, from $9,960,327.12 to $20,311,452.12 - Financing: 9-1-1 System Operations Fund (subject to annual appropriations)

BACKGROUND
This Supplemental Agreement will provide the City with continued service for AT&T ESInet, which is the modern network that powers the 911 system. ESInet is an advanced digital network that allows 9-1-1 dispatchers to receive not just voice calls, but also text messages, images, and videos. This helps police, fire, and emergency medical teams get better information faster when responding to residents in need. The service also provides stronger reliability, meaning the system can keep working even during outages, high-call-volume emergencies, or major incidents that put strain on the city's communication systems.
ESInet supports reliable and accurate emergency communications through location-based call routing, redundant network pathways, enhanced cybersecurity protections, and multimedia emergency intake, including Text-to-911, images, and video. These capabilities improve system reliability, cybersecurity, and situational awareness for public safety response.
The Texas Department of Information Resources cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 8, 2020, the City Council authorized the acceptance of a grant from the U.S. Departments of Commerce and Transportation through the State of Texas Commission on State Emergency Communications for the Federal 911 Grant Program (Grant No. 20C-0031-Dallas ECD/Federal ID No. 69N37619300000911 TX0, CFDA No. 20.615) to implement the Next Generation 9-1-1 System, by Resolution No. 20-0130.
On August 11, 2021, the City Council authorized a five-year contract, for the purchase of hardware, software, and managed services to upgrade the City’s 9-1-1 system with AT&T Corporation, by Resolution No. 21-1258.
