Authorize the rejection of all bids received for solicitation CIZ25-AVI-3148 for construction services for the Dallas Executive Airport Streetscape Enhancements Project - Financing: No cost consideration to the City

BACKGROUND
This action will authorize the rejection of all bids received for solicitation CIZ25-AVI-3148 for construction services for the Dallas Executive Airport Streetscape Enhancements Project.
The purpose of this project is to enhance quality of life and pedestrian safety through construction of sidewalks and pedestrian lighting; develop bicycle paths with connections to existing and planned trails; develop landscape features; and create a distinct “Dallas Executive Airport” identity weaving throughout. The project will develop standards for the design and construction of these enhancements and other related improvements for roadways immediately adjacent to the airport.
The solicitation was open to the public from May 16, 2025 through June 20, 2025. The four bids were received and were opened on June 20, 2025.
After further evaluation, the Department of Aviation has determined that it will not move forward with the Dallas Executive Airport Streetscape Enhancements Project. It is therefore in the best interest of the City to reject all bids received for solicitation CIZ25-AVI-3148.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On December 13, 2017, the City Council authorized adoption of the Dallas Executive Airport Land Use Study conducted by the University of Texas at Arlington Institute of Urban Studies and approval of the Quality Recommendations by the Steering Committee by Resolution No. 17-1840.
On November 13, 2019, the City Council authorized a professional services contract with O’Brien Engineering Incorporated to provide design and construction administration services for the Dallas Executive Airport Streetscape Enhancements Project by Resolution No. 19-1750.
