BACKGROUND

 

The Texas Department of Transportation (TxDOT) has a project to widen IH-30, from IH-35 to IH-45 and replace the bridges, rail bridges (DART and Union Pacific Railroad), stormwater drainage, pavement, water utilities and wastewater utilities, and other infrastructure that conflicts with the expansion of IH-30. TxDOT has agreed to incorporate Dallas Water Utilities (DWU) water and wastewater infrastructure relocations and appurtenance adjustments into their design and construction contract. TxDOT will be responsible for the cost of utility relocations and adjustments except for the cost for any betterments. DWU will fund the betterment cost to upsize a water main from 12-inch diameter to 16-inch diameter, based on a prorated cost basis, in which both TxDOT and DWU have agreed upon the cost of $230,216.22.

 

This action will authorize a Standard Utility Agreement with the State of Texas for TxDOT to include water and wastewater relocations and adjustments necessary to complete the proposed improvements to IH-30, allow for the receipt and deposit of funds from TxDOT for reimbursement of staff inspection and project management costs, and authorizes an Advanced Funding Agreement with TxDOT for utility betterments requested by DWU to be incorporated into the project. Per the terms of the Standard Utility Agreement, TxDOT will include construction of the necessary water and wastewater relocations and appurtenance adjustments in the highway project and reimburse DWU for staff costs related to construction inspection and project management required for this project. In order, to include the requested water main utility betterments, an Advanced Funding Agreement will be executed with TxDOT in which DWU will be responsible for paying $230,216.22 in advance of the requested utility betterment improvements.

 

TxDOT is scheduled to let the construction project in December 2023. These agreements are necessary to allow water and wastewater utilities to be relocated and clear the proposed highway improvements without delays to the overall TxDOT project and avoid potential service impacts to DWU customers.
