Title
Authorize a four-year service price agreement for armed and unarmed security guards and associated security services to patrol and protect City facilities and events - Universal Protection Service LP dba Allied Universal Security Services most advantageous proposer of seventeen - Estimated amount of $36,760,072.53 - Financing: General Fund ($14,732,393.44), Dallas Water Utilities Fund ($12,860,320.80), Aviation Fund ($7,571,357.71), Stormwater Drainage Management Fund ($1,150,932.58), and Sanitation Operation Fund ($445,068.00)

BACKGROUND
This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement. We anticipate the following City departments will use this agreement:
• Court and Detention Services
• Department of Aviation
• Department of Code Compliance
• Department of Sanitation Services
• Fire-Rescue Department
• Library
• Office of Arts and Culture
• Park & Recreation Department
• Water Utilities Department
This service price agreement will provide for armed and unarmed security guards and associated security services to patrol and protect City facilities and events Citywide. Security guard duties under this contract include, but are not limited to, the following:
• Monitor and respond to building security and fire system equipment
• Patrol by vehicle and/or on foot in accordance with established routes and schedules
• Observe visitors for compliance with facility rules and regulations
• Intercept persons attempting to gain unauthorized access
• Respond to conditions or circumstances that pose a potential hazard or danger to personnel or property
• Provide comprehensive inspections and ensure all assigned facilities and/or equipment are secure
Security guards are strategic in the operation and surveillance of security at Love Field and Executive airports and are required to verify personnel and vehicle identification at restricted area access points in compliance with Transportation Security Administration (TSA) regulations. Additional duties also include monitoring of parking and traffic flow within the airport, inspecting vehicles, airfield construction security, and assisting passengers.
Various Water Utilities locations, and Love Field and Executive airports are City facilities that are prone to threats of attack due to their high visibility and the likely impact on Homeland Security. Due to these threats, it has become increasingly necessary to provide and maintain armed and unarmed security guards to prevent any security breach, suspicious activities, hazardous conditions, or other situations observed that could pose a threat.
This service contract will provide security guards at City facilities such as:
• Dallas Love Field, Executive Airport, and associated parking facilities
• Library branches (28)
• Park and Recreation facilities
• Water Utilities locations including treatment plants and pumping facilities (41)
• Office of Arts & Culture facilities (9)
• Storm Drainage Management facilities and levee entrances (5)
• Fire-Rescue Dolphin Road facilities
• McCommas Bluff Landfill
Security guards for this service contract will be mobile, site-specific, armed or unarmed, depending on the needs of individual facilities. The contracted security companies are licensed by the State of Texas as security contractors, and all guard personnel performing duties under this contract will have completed a training program and will be certified by the State of Texas prior to assignment.
A seven-member committee from the following departments reviewed and evaluated the qualifications:

• Office of Economic Development Business Workforce and Inclusion Division (1)*
• Office of Procurement Services (1)*
*The Office of Procurement Services only evaluated cost and the Office of Economic Development Business Workforce and Inclusion Division only evaluated the Business Inclusion and Development Policy.
The committee selected the successful respondent on the basis of demonstrated competence and qualifications under the following criteria:
• Evidence of successful prior business experience and qualifications 35points
• Cost 30 points
• Proposed work plan and transition plan 20 points
• Business Inclusion and Development Policy 15 points
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The current calculated living wage during the solicitation process of this contract is $11.71; the selected vendor meets this requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 17, 2015, City Council authorized a four-year service contract to provide armed and unarmed security guards to patrol and protect City facilities with Allied Barton Security Services, LLC, Ruiz Protective Service, lnc., and Norred & Associates, lnc. by Resolution No. 15-1259.
On May 13, 2020, City Council authorized Supplemental Agreement No. 2 to increase the service contract with Boutchantharaj Corporation dba DFW Security Protective Force for armed and unarmed security guards to patrol and protect City facilities and to extend the term from July 30, 2020 to December 31, 2020; and Supplemental Agreement No. 3 to increase the service contract with Universal Protection Service, LP dba Allied Universal Security Services for armed and unarmed security guards to patrol and protect City facilities and to extend the term from July 30, 2020 to December 31, 2020 by Resolution No. 20-0745
