Body
BACKGROUND
This item on behalf of Dallas Water Utilities authorizes the acquisition of a permanent water pipeline easement and right-of-way including temporary working space easement from Oncor Electric Delivery, LLC, containing a total of approximately 433,446 square feet of land located near the intersection of South Clark Road and Oak Ridge Drive for the Southwest 120/96-inch Water Transmission Pipeline Project. This property will be used for construction of a 96-inch diameter treated water transmission line along Hickory Creek Trail from Danieldale Road to Winter green Road and west along Wintergreen Road to the Sorcey Pump Station through Desoto, Duncanville, Cedar Hill and Dallas. The consideration is based on independent appraisals. There are no relocation benefits associated.
The proposed easement and right of way will allow construction of the first phase of the 32-mile Southwest Pipeline Project that will transfer treated water from the East Side Water Treatment Plant to the Summit Ground Storage in Cedar Hill. Phase One includes approximately 6 miles of 96-inch diameter water transmission pipeline and will provide required supply for increased customer city demands, reduce high pressures in the South High Pressure Plane, reduce high velocities exceeding Dallas Water Utilities performance criteria in existing water transmission infrastructure, improve water cycling and water quality, and provide redundancy for the existing 66-inch diameter Danieldale water transmission pipeline. An alignment study was previously completed that recommended installation of the pipeline through Oncor’s existing right-of-way as the most direct and cost-effective route.
The Southwest Pipeline Project was recommended by the Long-Range Water Master Plan and Water Distribution Master Plan. The water transmission main is required to facilitate conveyance of treated water to the South and Southwest portions of Dallas and its customer cities. Installation of approximately 32 miles of 96-inch and 120-inch diameter water transmission pipeline is needed to meet near term and future critical demands associated with population growth as determined through master planning efforts. The overall pipeline is sized to meet future water demands and will be implemented in phases based on water demands and budget availability.
