Inc. for job order contracting services at the Kay Bailey Hutchison Convention Center Dallas, Eddie Bernice Johnson Union Station, Reunion Parking Garage, and other City facilities, extending the term from June 10, 2026 to June 10, 2027 - Not to exceed $1,750,000.00, from $7,000,000.00 to $8,750,000.00 - Financing: Convention Center Construction Fund

BACKGROUND
Job order contracting (JOC) is made available to Texas municipalities by the Texas Local Government Code, Section §271.120 added by Acts 2001, 77th Leg., Chapter 1409, §5. Job order contracting is an alternative contracting method and provides for construction, repair, rehabilitation, and alterations at City facilities. The contractors provided coefficients to deliver discounts when multiplied by pre-set unit prices from a uniform price book. The contracts allow for delivery of fixed price projects of indefinite delivery and indefinite quantity. The contract amounts represent buying power and make no representation regarding the amount of work to be awarded any contractor. The proposed amount for a project is not encumbered until a job order is approved.
The Department of Convention and Event Services (CES) became a capital department in 2019 to facilitate the completion of projects at the Kay Bailey Hutchison Convention Center Dallas, Eddie Bernice Johnson Union Station, Reunion Parking Garage, and other CES department managed facilities.
On August 28, 2019, the City Council approved four contract awards for JOC services for CES to complete multiple projects including graffiti abatement at CES operated buildings, repairs at the Eddie Bernice Johnson Union Station, and restroom repairs at the Kay Bailey Hutchison Convention Center. The contract expired on August 27, 2024. The requested and recommended awards provide continuity of JOC services for CES.
On October 23, 2024, the City Council approved two-year job order construction services contracts with six companies, with three one-year renewal options to continue performing job order contracting services at the Kay Bailey Hutchison Convention Center Dallas, Eddie Bernice Johnson Union Station, Reunion Parking Garage, and other City facilities by Resolution No. 24-1627.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 11, 2025, the City Council approved a work order under the existing Job Order Contract, previously approved on November 13, 2024, by Resolution No. 24-1627, for construction services with Phoenix I Restoration and Construction, LLC at The Women’s Museum located at 3800 Parry Avenue, Dallas, Texas 75210 for work associated with the temporary relocation of The Black Academy of Arts and Letters to facilitate construction and renovation of Component 4 of the Kay Bailey Hutchison Convention Center Master Plan by Resolution 25-0916.
