BACKGROUND
The Request for Qualifications (CIZ23-PBW-2099) was issued on March 3, 2023, for the McKinney Avenue/Cole Avenue Two-way Conversion Project. Kimley-Horn & Associates, Inc. was selected following a qualifications-based selection process in accordance with the City of Dallas procurement guidelines. This action will authorize a professional services contract with Kimley-Horn & Associates, Inc. to provide engineering design services for the Uptown McKinney Avenue/Cole Avenue Couplet Project.
The Uptown McKinney Avenue/Cole Avenue Couplet Project is a partnership project between the City of Dallas and the Texas Department of Transportation (TxDOT) to convert McKinney Avenue from Allen Street to Harvard Avenue; Allen Street from McKinney Avenue to Carlisle Street; Carlisle Street from Allen Street to Cole Avenue; and Cole Avenue from Carlisle Street to Harvard Avenue from existing one-way roadways to two-way special three-lane undivided roadways. The project will also relocate the existing trolley tracks/system and provide associated signal, signage, and pedestrian improvements. The City is the lead agency to administer the design and construction of the project.
If this project is not authorized at this time, it will delay the implementation of the project and jeopardize the federal funds that have been allocated. It will be unfeasible for the City to proceed with the project without federal funding participation.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 28, 2018, the City Council authorized a Memorandum of Understanding with the North Central Texas Council of Governments Regional Transportation Council for use of Congestion Mitigation and Air Quality Improvement Program and Surface Transportation Block Grant Funding for the Uptown McKinney Avenue/Cole Avenue Couplet Project by Resolution No. 18-0440.
On September 12, 2018, the City Council authorized the Amended and Restated Management Contract with Uptown Dallas, Inc. to contribute $1,000,000.00 to the Uptown McKinney Avenue/Cole Avenue Couplet Project by Resolution No. 18-1326.
On June 10, 2020, the City Council authorized a Local Project Advance Funding Agreement with TxDOT (CSJ No. 0918-47-286) and payment to TxDOT for engineering review and construction administration for the design and construction of the Uptown McKinney Avenue/Cole Avenue Couplet (also known as the McKinney Avenue/Cole Avenue Two-way Conversion Project), in the amount of $69,700.00, by Resolution 20-0901.
