Title
Authorize a five-year service contract in the amount of $781,250.00, with three one-year renewal options in the amount of $468,750.00, as detailed in the Fiscal Information section, for real estate brokerage and consulting services for the Department of Facilities and Real Estate Management - CBRE, Inc., most advantageous proposer of nine - Total not to exceed $1,250,000.00 - Financing: General Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This service contract will provide for real estate brokerage and consulting services for the Department of Facilities and Real Estate Management. These services will be delivered on an as-needed basis to support a range of real estate matters. The contract will be utilized to provide the City with assistance in supplementing its current real estate activities including, but not limited to:
• Strategic planning related to current and future real estate assets
• Acquisition and disposal of select properties
• Tenant lease space identification/representation
• Advisory real estate services
A four-member committee from the following departments reviewed and evaluated the qualifications:
• Department of Facilities and Real Estate Management (2)
• Department of Sanitation Services (1)
• Office of Economic Development (1)
The committee selected the successful respondent on the basis of demonstrated competence and qualifications under the following criteria:
• Experience 35 points
• Cost and timeframe 35 points
• Approach 30 points
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The calculated living wage during the solicitation process of this contract is $22.05; the selected vendor meets this requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On October 8, 2019, the City Council authorized a three-year service contract, with two one-year renewal options, for professional real estate brokerage and consulting services for the Department of Sustainable Development and Construction with CBRE, Inc. by Resolution No. 19-1593.
