Title
Authorize (1) a construction services contract for the construction of the Trinity Forest Spine Trail Phase II to provide a 12-foot-wide trail from Samuell Boulevard to Lawnview Park - A&C Construction, Inc., lowest responsible bidder of four; and (2) an increase in appropriations in an amount not to exceed $3,217,156.46 in the Capital Gifts, Donation and & Development Fund - Not to exceed $16,091,000.00 $16,091,599.50 - Financing: 2017 Bond Fund (Park and Recreation Facilities (B) Fund ($12,317,114.79), Capital Gifts, Donation & Development Fund ($3,217,156.46), and Parkland Dedication Program Fund ($556,728.75 $557,328.25)

BACKGROUND
Currently, 3.5 miles of the 11-mile gap has been completed, and this portion will add an additional 2.8-mile section that will help complete “The Loop Trail”, a 50-mile trail circumnavigating Dallas. This trail section also incorporates a bridge connection across White Rock Creek to the recently acquired Parkdale Lake property from Lawnview Park which is currently inaccessible to park patrons.
The project scope is to build 12-foot-wide multi-use trail including eight prefabricated bridges and concrete board walks to connect the Trinity Forest Spine Trail Phase I at Samuel Boulevard to Lawnview Park.
The economic impact on trails, based on a previous study commissioned by the Park & Recreation Department, was determined to be 50:1. This trail with a cost of $16.1 million is projected to generate $80.5 million in economic impact.
A&C Construction, Inc. has had no contractual activities with the City of Dallas within the past three years.

On January 10, 2019, the Board authorized a Development and Funding Agreement with the Circuit Trail Conservancy for design development documents for The LOOP.
On February 27, 2019, the City Council authorized a Development and Funding Agreement with the Circuit Trail Conservancy for design development documents for The LOOP by Resolution No. 19-0340.
On December 12, 2019, the Park and Recreation Board authorized a Project Funding Agreement with Dallas County, County Transportation Major Capital Improvement Projects 10233, for trail design of Phase 1 of the Trinity Forest Spine Trail.
On January 8, 2020, the City Council authorized a Project Funding Agreement with Dallas County, County Transportation Major Capital Improvement Projects 10233, for trail design of Phase 1 of the Trinity Forest Spine Trail by Resolution No. 20-0131.
On June 3, 2021, the Park and Recreation Board authorized a Project Specific Agreement with Dallas County, County Transportation Major Capital Improvement Projects 10233, for Phase 1 construction of the Trinity Forest Spine Trail.
On June 23, 2021, the City Council authorized a Project Specific Agreement with Dallas County, County Transportation Major Capital Improvement Projects 10233, for construction of Phase 1 of the Trinity Forest Spine Trail by Resolution No. 21-1135.
On April 18, 2024, the Park and Recreation Board authorized Amendment No. 1 to the Project Funding Agreement with Dallas County, County Transportation Major Capital Improvement Projects 10233, for trail design of Phase 2 of the Trinity Forest Spine Trail.
On May 8, 2024, the City Council authorized a correction to Resolution No. 21-1020, previously approved on June 9, 2021 with North Rock Construction, LLC to revise the funding to reflect the City equally by dividing the costs in the amount of $5,735,687.08 with Dallas County for the Trinity Forest Spine Trail from the Santa Fe Trail north of Tenison Park Golf Course to the DART Lawnview Station located at 5900 Scyene Road by Resolution No. 24-0672.
On May 22, 2024, the City Council authorized Amendment No. 1 to the Project Specific Agreement with Dallas County, County Transportation Major Capital Improvement Projects 10233, increasing the PSA an additional $2,000,000.00 for construction of Phase 2 of the Trinity Forest Spine Trail Project by Resolution No. 24-0789.
On May 21, 2026, the Park and Recreation Board approved a construction services contract with A&C Construction, Inc, lowest responsible bidder of four, for the construction of the Trinity Forest Spine Trail Phase II, to provide a 12-foot-wide trail from Samuell Boulevard to Lawnview Park.
