BACKGROUND
This action will authorize a construction services contract with Muniz Construction, Inc. for the installation and rehabilitation of approximately 22,692 feet of water and wastewater mains at seven locations. The contract includes the installation of approximately 220 feet of 4-inch; 700 feet of 6-inch; 644 feet of 8-inch; 7,800 feet of 12-inch; 1,600 feet of 16-inch; and 2,838 feet of 24-inch diameter water mains. In addition, the contract includes the installation and rehabilitation of approximately 5,100 feet of 8-inch; 1,740 feet of 10-inch; 1,400 feet of 12-inch; 330 feet of 15-inch; and 320 feet of 16-inch diameter wastewater mains.
The proposed pipeline segments were initially awarded as part of another Dallas Water Utilities Department (DWU) construction contract for the installation and rehabilitation of water and wastewater main improvements at various locations. However, the contractor had several payment disputes with subcontractors, submitted unreasonable payment claims, and unilaterally demobilized without completing all the contracted work. Despite exhaustive efforts by DWU and the City Attorney to work with the contractor and surety company, neither upheld their contractual obligation to complete the work. This ultimately prompted the City to terminate the original contract and pursue completion under a separate bid contract.
The existing water and wastewater mains planned for replacement and rehabilitation were built between 1916 and 1982. These mains are contributing to an increase in maintenance costs, as well as service interruptions. Installation and rehabilitation of the proposed segments will improve the capacity of the water and wastewater systems and reduce maintenance costs.
