BACKGROUND

 

On September 14, 2016, the City Council authorized a contract with Kimley-Horn & Associates, Inc. for professional engineering services to design the replacement and rehabilitation of water and wastewater mains at 14 locations. The contract included approximately 16,270 feet of 8-inch through 42-inch water and wastewater mains and 25,011 feet of 54-inch through 120-inch wastewater mains, including the Southside Wastewater Interceptor Rehabilitation Project.

 

On February 14, 2018, the City Council authorized Supplemental Agreement No. 1 with Kimley-Horn & Associates, Inc. for the study, evaluation, recommendation, and design of wastewater infrastructure improvements in the University Hills area between Camp Wisdom Road and the Dallas-Lancaster corporate limit. Supplemental Agreement No. 2 was authorized on January 28, 2022, by Administrative Action 22-5212 to provide construction phase services for the Southside Wastewater Interceptor Rehabilitation project and easement descriptions, exhibits, environmental services, and revised plans for the University Hills water and wastewater improvements project. Supplemental Agreement No. 3 was authorized on December 7, 2022, by Administrative Action 22-6657 for a time extension to the contract through December 31, 2025, to complete engineering services authorized under the contract with no cost consideration to the City.

 

 

 

 

During construction of the Southside Wastewater Interceptor Rehabilitation Project, the contractor encountered additional conditions that could not have been anticipated at the time of bid. These items have required additional work and resources not included in the original contract including the manufacture, purchase, and installation of additional fittings to address field conditions that did not match utility records, additional modifications and cuts in the field due to beveled joints required to accommodate curves in the existing pipe, and additional flow control restrictions to meet the needs of Dallas Water Utilities plant maintenance and operation activities. Construction phase engineering services were required to evaluate and approve these conditions, and the original contract amount has been expended. Additional construction phase services are now needed to complete the remaining construction work scheduled to be completed by the end of summer 2025.

 

The Red Bird redevelopment area is in the process of economic revitalization, attracting new businesses and homes to the Southwest Dallas area. The sewershed serving this area comprises a total of 450 acres (169 properties). The existing wastewater infrastructure of the sewershed is in good condition but does not have sufficient capacity to serve additional wastewater flows to be generated by future development. Additional engineering services are necessary to evaluate and confirm required wastewater main sizing and provide design improvements, bidding, and construction phase services. Kimley-Horn & Associates, Inc. has been engaged in the majority of planning and engineering for this sewershed and is familiar with the wastewater infrastructure needs to support future growth. The funding for these additional engineering services is sourced from 2017 General Obligation Bond Funds (Economic Development proposition I - Council District 3 allocation and Council District 8 allocation).

 

This action will authorize Supplemental Agreement No. 4 with Kimley-Horn & Associates, Inc. to provide additional construction phase services for the completion of the Southside Wastewater Interceptor Rehabilitation Project and for the design of wastewater improvements to serve the Red Bird redevelopment area sewershed. Kimley-Horn & Associates, Inc. has submitted an acceptable proposal to complete these engineering services, and Dallas Water Utilities Department recommends that their existing contract be amended.

On February 14, 2018, the City Council authorized Supplemental Agreement No. 1 to the professional services contract with Kimley-Horn & Associates, Inc., to provide additional engineering services for the evaluation and design of wastewater infrastructure improvements for the University Hills area between Camp Wisdom Road and the Dallas-Lancaster corporate limit by Resolution No.18-0294.
