Body
BACKGROUND
On December 18, 2018, the Regional Transportation Council authorized a total of $30,000,000.00 in federal Surface Transportation Block Grant (STBG) Funds for the City and TxDOT to assist with the funding of the Klyde Warren Park Phase 2 (KWP2) Project of which $10,000,000.00 must be repaid by sources determined by the City to North Central Texas Council of Governments (NCTCOG), as RTC’s fiscal agent.
On February 25, 2020, the City executed Supplemental Agreement No. 3 with WRPF to facilitate park expansion and to provide for roles and responsibilities, design of the KWP2 Project, and funding sources. The amendment to the agreement stipulated that WRPF would repay the $10,000,000.00 repayment obligation, plus any interest accrued, from the following sources: approximately $3,000,000.00 from City Center Tax Increment Financing (CC TIF) District Funds, if approved by the City Council, and $7,000,000.00 from other sources.
On June 23, 2021, the City Council authorized execution of a lnterlocal Agreement (ILA) between the RTC, NCTCOG, and City of Dallas, joined and consented to by the WRPF, to secure the STBG Funds. The ILA, executed on July 15, 2021, detailed the $10,000,000.00 repayment obligation.
KWP2 was paused to value engineer and to secure additional funding as a result of significantly higher bid costs than anticipated, and such additional funding includes $20,000,000.00 in Federal Reconnecting Cities Funds, $6,500,000.00 in 2024 Bond Funds (Proposition B), $1,300,900.00 from Dallas County in accordance with the Project Specific Agreement with Dallas County, and, additional funds were awarded by NCTCOG/RTC, making the total STBG Funds dedicated for KWP2 $44,648,437.00. In addition to the public sources of funds, WRPF has committed $28,850,090.00 to TxDOT’s deck construction, comprised of private donations and a State Infrastructure Bank loan.
On January 16, 2025, the CC TIF District Board of Directors reviewed and unanimously approved KWP2 project deadline extensions and other changes related to KWP2. On February 9, 2026, the CC TIF District Board of Directors reaffirmed their approval of the January 16, 2025 extension of all project deadlines for KWP2.
It is recommended that amendments to the ILA be made to reflect the increase in STBG Funds, updated schedule for the CC TIF District funding and WRPF’s repayment, and other minor changes.
