Title

Authorize a five-year cooperative purchasing agreement for the installation, training, and configuration and maintenance of a vehicle tracking system for the Department of Aviation with Selex ES, Inc. a Leonardo Company through an interlocal agreement with the Dallas/Fort Worth International Airport - Not to exceed $453,533 - Financing: Aviation Fund (subject to annual appropriations)

Body

BACKGROUND

This action does not encumber funds; the purpose of a cooperative purchasing agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

This cooperative purchasing agreement will provide for the installation, training, and configuration and maintenance of a vehicle tracking system for the Department of Aviation. Dallas Love Field Airport is seeking to establish operational situation awareness through the adoption of the AIRBOSS System which consists of AirBOSS Surface Management System, Flight Tracking, Ground Vehicle Tracking, Runway Incursion Warning System, and other professional services. Through a user-friendly dashboard, these services display aircraft movement, vehicle operations, vehicle operators, and most importantly assist in preventing runway incursion for airside operations. Runway Incursion Warning systems are essential used during poor visibility and/or during severe weather where certain divisions are required to remain operational. Furthermore, a comprehensive view of operations would increase the safety of airport personnel while assisting division managers in informed decision making. Adoption of these technologies and services would allow for situational awareness of normal operations, abnormal operations, and emergency operations.

The interlocal agreement with Dallas/Fort Worth International Airport is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
