BACKGROUND

 

The Articles of Incorporation for the Dallas Convention Center Hotel Development Corporation (DCCHDC) state that the DCCHDC should consist of three board members, who are employed by, and reside in, the city of Dallas. Each board member serves for a period of two years, may be reappointed, and can serve for six consecutive years.

 

This action appoints Kevin Spath, Director, Office of Economic Development, to replace John P. Johnson, Jr., and serve as the Treasurer and Secretary of the DCCHDC for a two-year term.    

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On August 20, 2008, the City Council approved the DCCHDC’s Articles of Incorporation, which appointed Ryan Evans, Frank Poe, and Shelia Robinson as the Board of Directors for the DCCHDC by Resolution No. 08-2198.

 

On February 10, 2010, the City Council authorized the replacement of Shelia D. Robinson with Jo M.(Jody) Puckett to serve as a Board Member of the DCCHDC by Resolution No. 10-0454.

 

On April 14, 2010, the City Council authorized the replacement of Frank Poe with Al (Alberto) Rojas to serve as Secretary of the DCCHDC by Resolution No. 10-0918.

 

On October 10, 2011, the City Council authorized the replacement of Ryan Evans with Forest Turner to serve as President and replaced Jo M. (Jody) Puckett with Shelia D. Robinson to serve as Board Member of the DCCHDC by Resolution No. 11-2719.

 

On August 28, 2013, the City Council authorized the replacement of Forest Turner with Jose (Joey) Zapata to serve as President of the DCCHDC by Resolution No. 13-1422.

 

On January 13, 2016, the City Council authorized the replacement of Al (Alberto) Rojas with Juanita Ortiz to serve as Secretary of the DCCHDC by Resolution No. 16-0077.

 

On May 10, 2017, the City Council authorized the replacement of Jose (Joey) Zapata with Raquel Favela to serve as President, the replacement of Juanita Ortiz with John P. Johnson, Jr., and the reappointment of Shelia D. Robinson to serve as Vice President of the DCCHDC by Resolution No. 17-0745.

 

On September 12, 2018, the City Council authorized the replacement of Raquel Favela with Kimberly Bizor Tolbert to serve as President, reappointed John P. Johnson, Jr. to serve as Treasurer and Secretary, and reappointed Shelia D. Robinson to serve as Vice President of the DCCHDC by Resolution No. 18-1302.

 

On November 11, 2020, the City Council authorized the appointment of Daisy Torres Fast to serve as the Vice President of the DCCHDC. The same action authorized the reappointment of Kimberly Bizor Tolbert as the President and John P. Johnson, Jr. as the Treasurer and Secretary of the DCCHDC, all for two-year terms, by Resolution No. 20-1768.

 

On February 27, 2024, the City Council appointed Kimberly Bizor Tolbert as the Interim City Manager, effective June 3, 2024, by Resolution No. 24-0296.

 

On June 26, 2024, the City Council authorized the appointment of Jack Ireland to serve as the President of the DCCHDC to replace Kimberly Bizor Tolbert. The same action (i) reappointed John P. Johnson, Jr., as the DCCHDC Treasurer and Secretary in holdover status until a replacement could be identified, and (ii) reappointed Daisy Torres Fast to serve as the DCCHDC Vice President for a two-year term, by Resolution No. 24-0914.
