BACKGROUND

 

As part of the Emergency Financial Empowerment (EFE) Grant, the CFE Fund will provide the Grantee with technical assistance, including staff time, and grant funds to fulfill the following expectations and tasks. The EFE initiative, and the work performed by the Grantee under the Program, will be conducted in two phases.

 

During Phase One (the Planning Phase) of this grant period, the Grantee, Office of Emergency Management and Crisis Response (ECR), along with core team members from other city departments, especially the Office of Community Care (OCC), and external stakeholders, will participate in trainings and learning community activities in order to ultimately develop and draft the EFE Implementation Proposal to be submitted to the CFE fund at the end of the grant period.

 

During Phase Two (the Implementation Phase), The Grantee is responsible for the following:

                     Operationalizing the Implementation Proposal.

                     The Grantee will be expected to continue efforts to coordinate, launch and deploy any efforts within the Implementation Proposal, ensuring continued support from key local government stakeholders and community partners.

 

 

 

                     Deploying public awareness tools and resources.

                     Working closely with relevant stakeholders, deploy communications assets (as needed) to inform the public about the importance of financial preparedness and the local resources available to mitigate financial disruptions.

                     Continuing to engage financial empowerment network.

                     Convening the financial empowerment network at regular intervals to update partners and assess activities, as well as to ensure effective coordination to build and deploy (as needed) the financial empowerment supports outlined in the Implementation Proposal.

                     Participating in learning community events.

                     Grantee will participate in learning community activities to highlight best practices and lessons learned.

 

The overall goal of this grant is to help ECR to identify areas (opportunities) within existing disaster response/emergency management landscapes to embed financial empowerment efforts and create/build upon partnerships; to understand the different local organizations and city/county departments that could serve within the selected financial empowerment network to promote household financial stability; and to identify gaps within emergency preparedness and response landscapes that could be addressed to further financial empowerment efforts.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On August 8, 2018, the City Council authorized acceptance of the specific goals, initiatives, and actions in the Resilient Dallas Plan to build resilience and further equity for all Dallas residents by Resolution No. 18-1026.

 

The Public Safety Committee will be briefed by memorandum regarding this matter on August 27, 2024.
