BACKGROUND
The City of Dallas initiated its Neighborhood Investment Program (NIP) in 2003 by designating five census tracts-25.00, 39.02, 49.00, 89.00, and 101.01-as target areas for focused community investment, effective October 1, 2003. In September 2005, the City Council revised and expanded the NIP to include additional adjacent census tracts.
On November 7, 2006, Dallas voters approved a $1.35 billion General Obligation Bond package (the “2006 package”), allocating $41.5 million specifically to support economic development in Southern Dallas and in areas associated with transit-oriented development.
In December 2007, the Council enhanced its Public/Private Partnership Program by establishing a new category to administer General Obligation Bond Funds for economic development in Southern Dallas. Between 2008 and 2013 the City committed $3,400,000.00 in Bond Funds from the 2006 package to South Dallas/Fair Park Innercity Community Development Corporation (“ICDC”) to help carry out the South Dallas/Greater Fair Park Community Revitalization Plan through blight remediation and development, including the acquisition, remediation, and/or demolition of over 50 properties. The elimination of blight has led to the development and planned development of new homes by private developers as well as, access to health care services, education services, employment/business opportunities, and improved public safety and social interaction.
As part of the South Dallas/Greater Fair Park Community Revitalization Plan, ICDC devised a plan for the redevelopment of the Mill City Neighborhood, including the construction of eight single-family townhomes (the “Spring Avenue Project” or the “Project”). On November 10, 2021, the City Council approved an amended and restated conditional loan agreement with ICDC (the “First Amended Agreement”) (Resolution No. 21-1809) for the Spring Avenue Project to (1) extend the agreement term to December 31, 2024; (2) authorize demolition of the building at 4850 Brashear Street and convey the property to ICDC under Texas Local Government Code §253.011; (3) require ICDC to construct eight single-family townhomes for families earning up to 140% of the area median income with a five-year affordability period; (4) establish deed restrictions and conditions ensuring the property promotes a public purpose, including landscaping and parking benefiting the Spring Avenue Project; (5) and provide for forgiveness of the remaining $1,765,177.00 of the $3,400,000.00 loan, upon completion and sale of homes to qualified buyers.
Progress to Date:
Construction began on the Project in January 2026. The projected completion date for the townhomes is June 2027. All homes will be occupied by December 2027.
Amendment to prior Resolutions:
The original resolution, Resolution No. 21-1809, included a development delivery date that has passed. To address this issue, the proposed amendment removes delivery timelines from the resolution and instead establishes them within the Second Restated Agreement. Authority to update timelines will be delegated to the Director of the Office of Housing and Community Empowerment (“OHCE”), allowing administrative adjustments without requiring additional Council action. This change provides flexibility while maintaining accountability and oversight. Additionally, OHCE will reformat and enhance quarterly progress reports to clearly show the status of each project, including updated timelines and units delivered, ensuring transparency for Council and stakeholders.
As a concession for the extended timeline, ICDC has agreed to deeper affordability for the Project. Originally, the homes were to be sold to families earning up to 140% of the Area Median Income (AMI). Resolution No. 26-0510, approved on March 25, 2026, requires the homes to be sold to homebuyers at or below 80% AMI.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On December 12, 2012, the City Council authorized Community Revitalization Plans for all NIP target areas, including the South Dallas/Greater Fair Park Community Revitalization Plan by Resolution No. 12-3052.
On December 12, 2012, the City Council allocated $3,100,000.00 to lCDC for the acquisition of improved and unimproved properties located within the South Dallas/Greater Fair Park Community Revitalization Plan area by Resolution No. 12-3019.
On October 8, 2013, the City Council increased the existing economic development loan to ICDC to $3,400,000.00, by Resolution No. 13-1795.
On November 10, 2021, the City Council authorized the transfer of a tract of land (Lot 45, Block 2421, Parks & Friedman Spring Avenue Addition, commonly known as 4850 Brashear Street) to ICDC for the final phase of the South Dallas/Greater Fair Park Community Revitalization Plan (the Spring Avenue Project) to construct eight (8) single-family townhomes for families earning up to 140% of Area Median Income (AMI), subject to a five-year affordability period, with loan forgiveness upon completion and sale to qualified homebuyers by Resolution No. 21-1809.

On March 25, 2026, the City Council authorized an amendment to Resolution No. 21-1809, previously approved on November 10, 2021 to (1) require all homes to be sold to eligible homebuyers earning at or below 80% of the AMI; and (2) amend the term of the First Amended Agreement to two years from the execution of the First Amended Agreement, by which date all homes must be constructed and sold by Resolution No. 26-0510.
