Title
Authorize the (1) acceptance of a grant upon receipt from the U.S. Department of Transportation, Federal Aviation Administration (FAA) for the federal share of the eligible capital improvement project for the Airport Improvement Program (AIP) at Dallas Love Field (Grant No. TBD, Assistance Listing No. 20.106) in a total amount not to exceed $12,000,000.00 for the Runway 13L-31R Runway Safety Area Improvements and Rehabilitate Taxiway A project; (2) establishment of appropriations in an amount not to exceed $12,000,000.00 in the FAA AIP FY24 Grant Fund; (3) receipt and deposit of grant funds in an amount not to exceed $12,000,000.00 in the FAA AIP FY24 Grant Fund; (4) increase appropriations in an amount not to exceed $12,000,000.00 in the Aviation Passenger Facility Charge Near Term Fund; (5) reimbursement of funds in an amount not to exceed $12,000,000.00 from the Aviation Passenger Facility Charge Near Projects Term Fund to the FAA AIP FY24 Grant Fund; and (6) execution of the grant agreement and all terms, conditions, and documents required by the grant agreement - Not to exceed $12,000,000.00 - Financing: FAA AIP FY24 Grant Fund

BACKGROUND
As part of the FAA AIP, all large and medium hub airports (Dallas Love Field is considered a medium hub) are apportioned annual grants based on annual passenger enplanements. These grant funds are referred to as Entitlement Grants. Preliminary notification from the FAA indicates that Dallas Love Field’s allocated share of Entitlement Grant Funds for Federal Fiscal Year 2024 is approximately $2,700,000.00. FAA Entitlement Grant Funds may pay for airfield, taxiway, runway improvement projects and other eligible projects included in the Dallas Love Field Master Plan. Dallas Love Field has consistently received FAA Entitlement Grants on an annual basis.
The FAA has allocated additional FAA Discretionary Grant funds in this year’s FAA disbursement for the high priority runway reconstruction project at Dallas Love Field. The Department of Aviation has submitted a grant application for Discretionary Grant Funds issued by the FAA for the Runway 13L-31R Runway Safety Area (RSA) Improvements and Rehabilitate Taxiway A project in the amount not to exceed $12,000,000.00. Dallas Love Field will manage the project to ensure eligibility and compliance for FAA grant funding.
Approval of this action to accept the Federal Fiscal Year 2024 Entitlement and Discretionary Grants in advance, enables the Department of Aviation to react quickly and take advantage of any FAA funding opportunities as they become available.
The objective for this project is to correct RSA deficiencies with full RSA grading and installation of new drainage infrastructure along the Taxiway A side of the runway and rehabilitate the existing Taxiway A pavement between existing Taxiway A south and Taxiway A5. The primary goal of the project is to replace pavement that has exceeded its useful life and requires replacement. This project will address safety-related improvements within the Runway 13L-31R safety area and at an existing hot spot at the north end of Taxiway A.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 14, 2022, the City Council authorized a professional services contract with Garver, LLC for design, planning, engineering, and construction document services for the Runway 13L/31R Reconstruction Project at Dallas Love Field by Resolution No. 22-1345.
On August 23, 2023, the City Council authorized acceptance of reimbursement funds upon receipt from the FAA for eligible costs of the Runway 13L-31R Runway Safety Area Improvements and Rehabilitate Taxiway A Project by Resolution No. 23-1128.
On September 27, 2023, the City Council authorized a construction services contract to provide construction services for the Runway 13L-31R Runway Safety Area Improvements and Rehabilitate Taxiway A Project at Dallas Love Field with Flatiron Constructors, Inc., by Resolution No. 23-1369.
On August 14, 2024, the City Council authorized acceptance of a grant upon receipt from the U.S. Department of Transportation, FAA for eligible capital improvement project of the Runway 13L-31R Runway Safety Area Improvements and Rehabilitate Taxiway A Project at Dallas Love Field by Resolution No. 24-1125.
