BACKGROUND

 

On January 2, 2025, the Texas Department of Transportation (TxDOT) announced a statewide Call for Projects for the TA Set-Aside program for bicyclist and pedestrian infrastructure and planning. This grant program funds projects that improve safety and mobility for non-motorized travelers, and that mitigate congestion by providing safe alternatives to motor vehicle transport. TxDOT administers the Transportation Alternatives annual competitive grants. There is a required 20% local match for this grant program.

 

The Park and Recreation Department submitted a preliminary application for the Trinity Forest Spine Trail Phase V, a 1-mile shared use path (SUP) that would connect to the Trinity Forest Spine Trail Phase III, which connects Dolphin Heights at Terrell Avenue to the north and Parkdale Lake and Lawnview Park to the south. The Trinity Forest Spine Trail Phase V will provide a safe, off-street pedestrian and bicycle connection and a 1,200’ elevated path over an active Union Pacific Railroad double main line. The Trinity Forest Spine Trail Phase V was removed from the Trinity Forest Spine Trail Phase III due to the cost of design, engineering and construction of the elevated structure over the rail line.

 

This project will complete the 9-mile trail connection from White Rock Lake to the Great Trinity Forest and improve safety for multi-modal travelers and promote transit-oriented development. It connects to the regional VeloWeb and the Texas Bicycle Tourism trail system, providing an important link for regional mobility.

 

 

 

This action will authorize an application to TxDOT for the Transportation Alternatives Set-Aside (TA Set-Aside) Grant Program Call for Projects for the Trinity Forest Spine Trail Phase V.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 5, 2025, the Park and Recreation Board approved an application for the TA Set-Aside Call for Projects Program from TxDOT for the Trinity Forest Spine Trail Phase V, which connects Dolphin Heights at Terrell Avenue to the north of Parkdale Lake and Lawnview Park to the south.
