Title
Authorize a three-year sole source services agreement for a real-time online reporting platform and criminal activity database services, CloseWatch, for the Dallas Police Department - Zeteky, Inc., sole source - Not to exceed $105,750.00 - Financing: General Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a services agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This sole source services agreement will provide a real-time online reporting platform and criminal activity database services to assist in citizens reporting of crimes and Dallas Police Department tracking and reporting of criminal activities, CloseWatch, from Zeteky, Inc. This agreement includes 10K user licenses across the CloseWatch platforms; web training; specialty services.
The platform services are designed to simplify citizen reporting and authorized Police personnel access to relevant information, in a user-friendly manner from one central source. Additionally, the services provide a secure online dashboard that enables crime incident details, data analysis, data visualizer and mapping. The platform services provide an efficient and effective tool for the Dallas Police Department’s Fusion Center. CloseWatch’s unique data sharing platform provides our officers with real-time intelligence to make fast-paced critical decisions aiding their endeavor to better protect and serve the community.

The Public Safety Committee will be briefed by memorandum regarding this matter on May 12, 2025.
