Title
A resolution amending the City Plan Commission’s Rules of Procedure by updating the process for the distribution of written communications regarding subdivision matters; providing that membership on standing committees should reflect diverse representation; clarifying that all standing committees shall strive to solicit views from a variety of backgrounds; renaming the Comprehensive Land Use Committee to the Plans Advisory Committee and updating the membership requirements and roles of that committee; and updating the membership requirements and responsibilities of the Zoning Ordinance Advisory Committee - Financing: No cost consideration to the City

BACKGROUND
Chapter XV, Section 4 of the Charter of the City of Dallas and Section 51A-3.101(d)(3) of the Dallas Development Code authorizes the City Plan Commission to adopt, subject to approval of City Council, rules, consistent with state law and city ordinances, governing its proceeding.
On November 20, 2025, the City Plan Commission approved the following amendments to Section 13 of the City Plan Commission Rules of Procedure:
(1) Section 13(e)(2)(B)(i) was amended to include, as a goal of the city plan commission, that membership on standing committees should reflect diverse representation on from a broad variety of council districts across the city while avoiding overrepresentation of any districts on any one committee.
(2) Section 13(f)(2) was amended to rename the Comprehensive Land Use Committee to the Plans Advisory Committee and to update the membership requirements and roles of that committee.
(3) Section 13(f)(7)(B)(i) was amended to update the membership requirements of the Zoning Ordinance Advisory Committee.
On March 26, 2026, the City Plan Commission approved the following amendments to Sections 3, 7, and 13 of the City Plan Commission Rules of Procedure:
(1) Section 3(c) and Section 7 were amended to update the process for the distribution of written communications regarding subdivision matters.
(2) Section 13(e)(2)(B) and Section 13(f)(2) were amended to clarify that all standing committees shall strive to solicit views from a variety of backgrounds in lieu of requiring diverse ethnic and racial membership on one committee.
(3) Section 13(f)(7)(A) was amended to add the following additional responsibility of the Zoning Ordinance Advisory Committee: review and make recommendations to the commission relating to the adoption of a new development code.
Because these amendments to the City Plan Commission Rules of Procedure are consistent with state law and city ordinance, the City Plan Commission asks the City Council to approve the amendments.

On November 20, 2025, the City Plan Commission approved amendments to Section 13 of the City Plan Commission Rules of Procedure.
On March 26, 2026, the City Plan Commission approved amendments to Sections 3, 7, and 13 of the City Plan Commission Rules of Procedure.
