BACKGROUND

 

This action will authorize the rejection of seven proposals received for solicitation BCZ24-00024942 for financial counseling services for the Office of Community Care and Empowerment.

 

The Request for Proposals was opened to the public from June 6, 2024, through July 19, 2024. Seven proposals were received and were open on July 19, 2024.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On September 22, 2020, the City Council authorized an enhancement of $1,250,000.00 to support Financial Empowerment Centers programming as of the FY21 budget authorization process by Resolution No. 21-1688.

 

On January 11, 2021, the Office of Community Care and Empowerment briefed the Workforce, Education and Equity Committee on Financial Empowerment Centers Planning and Update, providing an overview of planned programming and solicitation.

 

On April 28, 2021, the City Council authorized a Financial Empowerment Centers Planning Grant from Cities for Financial Empowerment, Inc. to access funding and technical assistance related to Financial Empowerment Centers programming by Resolution No. 21-0694.

 

On September 22, 2021, the City Council authorized the FY22 Biennial Budget, inclusive of funding to support Financial Empowerment Centers by Resolution No. 21-1590.

 

 

On September 28, 2022, the City Council authorized a two-year service contract for financial counseling services at three financial empowerment centers for the Office of Community Care with Women In Need of Generous Support dba WiNGS by Resolution No. 22-1469.
