BACKGROUND

 

On April 12, 2023, the City Council adopted the Dallas Housing Policy 2033 (DHP33) to replace the Comprehensive Housing Policy (CHP) by Resolution No. 23-0443 and adopted the Dallas Housing Resource Catalog by Resolution No. 23-0444, to include all City Council approved programs. With the adoption of the FY 2025-26 City of Dallas Budget, on October 1, 2025, the Office of Housing and Community Empowerment was created by consolidating the Department of Housing and Community Development, Office of Equity and Inclusion, Office of Homeless Solutions, and Office of Community Empowerment into one. On December 10, 2025, DHP33 was repealed by Resolution No. 25-1836.

 

AMENDMENT TO DALLAS HOMEBUYER ASSISTANCE PROGRAM (DHAP)

 

On March 28, 2025, the Department of Housing & Community Development (now Office of Housing and Community Empowerment “OHCE”) announced the outsourcing of Dallas Homebuyer Assistance Program (DHAP) to create program efficiencies. The program statements need to be amended to allow administration by third parties. The inclusion of outsourcing was included in the submission of the FY25-26 Action Plan to the U.S. Department of Housing and Urban Development (HUD).

 

In 2025, HUD updated HOME funding limits and required affordability periods. To align with current federal guidelines, the amount of assistance provided per household and the corresponding affordability period have been updated.

 

AMENDMENT TO THE DALLAS PUBLIC FACILITY CORPORATION (DPFC) AND DALLAS HOUSING FINANCE CORPORATION (DHFC) PROGRAM STATEMENTS

 

On October 29, 2024, the Housing and Homelessness Solutions Committee held a special called meeting to review DPFC and DHFC program operations. Throughout 2025, City staff, Corporation staff, stakeholders, and City Council collaborated to refine program guidelines. The final program statements reflect feedback from all parties and introduced a more structured process for reviewing and approving projects for City support.

 

Updates to DHFC and DPFC operational policies were made to:

 

                     Align with current City housing priorities, recent state law changes, and shared goals for transparency, accountability, and local control;

                     Clarify operational procedures for DHFC, DPFC, and City staff; and

                     Define project prioritization criteria and ensure consistency with the City’s overall affordable housing strategy.

 

These revisions also strengthen expectations for partnership structures, minimum affordability standards, and reporting and monitoring practices.

 

AMENDMENT TO THE HOUSING TAX CREDIT (HTC) PROGRAM

 

The Housing Tax Credit Program was last amended on June 12, 2019. The Texas Department of Housing and Community Affairs (TDHCA) administers two versions of the federal Low-Income Housing Tax Credit Program: the 9% competitive credit and the 4% non-competitive credit. Both programs require local review and participation, through either a Resolution of Support or Resolution of No Objection. On November 12, 2025, the City Council was briefed that the program statements would be updated.

 

Revisions to the HTC program statement clarify the City’s role in reviewing and supporting projects while removing references to TDHCA responsibilities, which are governed by state law and the Qualified Allocation Plan (QAP). The updates also:

 

                     Define what local review should include, ensuring consistency and transparency in evaluating requests for City resolutions.

                     Distinguish the review process for 4% and 9% HTC projects, eliminating prior ambiguities.

                     Remove scoring details from the program statement. Scoring criteria and priorities will now be published annually in the OHCE’s Guidebook to reflect evolving housing needs and policy goals.

 

These changes streamline the program, align it with current City housing priorities, and provide flexibility to adapt to shifting community needs while maintaining accountability and fairness in the review process.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On April 12, 2023, the City Council adopted the Dallas Housing Policy 2033 (DHP33) to replace the Comprehensive Housing Policy (CHP) by Resolution No. 23-0443 and the Dallas Housing Resource Catalog (DHRC) to include the approved programs from the CHP by Resolution No. 23-0444, most recently amended by Resolution No. 24-0846 on June 12, 2024.

On June 12, 2024, the City Council authorized final adoption of the City's latest Five-Year Consolidated Plan for FY 2024-25 through FY 2028-29 and the first FY 2024-25 Action Plan, with the FY 2024-25 HUD Consolidated Plan Budget in the amount of $30,949,109.00, by Resolution No. 24-0873.

 

On October 29, 2024, the Housing and Homelessness Solutions Committee (HHSC) held a special called meeting to review program operations for the Dallas Housing Finance Corporation (DHFC) and the Dallas Public Facility Corporation (DPFC).

 

The Housing and Homelessness Solutions Committee (HHSC) was briefed on recommended amendments to the DHFC and DPFC policies, operational procedures, and bylaws on January 28, 2025.

 

The Housing and Homelessness Solutions Committee (HHSC) was briefed on recommended amendments to the DHFC and DPFC policies, and the program statement updates to the Housing Tax Credit (HTC) program on October 21, 2025.

 

On December 10, 2025, the City Council repealed the DHP33, by Resolution No. 25-1895 and adopted the Drivers of Opportunity Policy Framework by Resolution No. 25-1836 to ensure continued equitable and legally compliant use of federal funds.

 

On December 10, 2025, the City Council approved the last amendment to the Dallas Housing Resource Catalog (DHRC) to remove references to the DHP33, the Pillars of Housing Equity, and Equity Strategy Target Areas and to update department name to the Office of Housing and Community Empowerment by Resolution No. 25-1895.

 

The Housing and Homelessness Solutions Committee was briefed on the need to amend the program statements within the Dallas Housing Resource Catalog for the Dallas Housing Finance Corporation (DHFC), Dallas Public Facility Corporation (DPFC), Dallas Homebuyer Assistance Program (DHAP) and Housing Tax Credits (HTC) Program on February 23, 2026.
