Title
Authorize the (1) acceptance of the FY 2025 grant (Grant No. M2518DLEX) from the Texas Department of Transportation (TxDOT) Aviation Division for the annual Routine Airport Maintenance Program Project (RAMP) at Dallas Executive Airport to cover 90 percent of anticipated eligible costs or $100,000.00, whichever is less; (2) establishment of appropriations in the amount of $100,000.00 in the TxDOT 2025 - RAMP Dallas Executive Airport Project Fund; (3) receipt and deposit of funds in the amount of $100,000.00 for reimbursement from TxDOT in the TxDOT 2025 - RAMP Dallas Executive Airport Project Fund; (4) reimbursement of Aviation Fund in the amount of $100,000.00; and (5) execution of the grant agreement and all terms, conditions, and documents required by the agreement - Total amount of $100,000.00 - Financing: TxDOT 2025 - RAMP Dallas Executive Airport Project Fund

BACKGROUND
The RAMP is a State assisted airport maintenance program that will enable the Department of Aviation to conduct needed annual maintenance repairs at Dallas Executive Airport. The primary objective of the expense is to perform annual maintenance repairs which include airport lighting, pavement markings, crack sealing repairs, airport pavements, signage, drainage, automated weather observing systems, approach aids, lighting systems, utility infrastructure, fencing, herbicide/application, sponsor owned and operated fuel systems, hangars, terminal buildings and security systems; and professional services for environmental compliance, approved project design and other routine maintenance necessary under the RAMP and TxDOT guidelines.
TxDOT will determine whether repairs are within the scope of eligible expenses for the TxDOT Grant for RAMP Funds and will participate in an amount equal to 90 percent of eligible costs or an amount of $100,000.00, whichever is less.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 9, 2020, the City Council authorized acceptance of the FY 2021 grant (Grant No. M2118DLEX) from TxDOT Aviation Division for the RAMP at Dallas Executive Airport; a local cash match for airport maintenance projects; and execution of a grant agreement by Resolution No. 20-1309.
On October 27, 2021, the City Council authorized acceptance of the FY 2022 grant (Grant No. M2218DLEX) from TxDOT Aviation Division for the RAMP at Dallas Executive Airport; a local cash match for airport maintenance projects; and execution of a grant agreement by Resolution No. 21-1737.
On August 24, 2022, the City Council authorized acceptance of the FY 2023 grant (Grant No. M2318DLEX) from TxDOT Aviation Division for the RAMP at Dallas Executive Airport; a local cash match for airport maintenance projects; and execution of a grant agreement by Resolution No. 22-1188.
On November 8, 2023, the City Council authorized acceptance of the FY 2024 grant (Grant No. M2418DLEX) from TxDOT Aviation Division for the RAMP at Dallas Executive Airport; a local cash match for airport maintenance projects; and execution of a grant agreement by Resolution No. 23-1587.
On October 8, 2024, the City Council authorized an amendment to Resolution No. 23-1587, previously approved on November 8, 2023, to modify the City’s anticipated grant to be at 90 percent of eligible costs or $100,000.00, whichever is less; and to remove the local cash match requirement in the amount of $10,000.00, by Resolution No. 24-1486.
