Authorize a three-year master agreement for the purchase of water meters, accessories, and parts for the Dallas Water Utilities Department - Badger Meter, Inc. dba National Meter & Automation in the estimated amount of $16,806,341.00, Master Meter, Inc. in the estimated amount of $411,387.20, Mueller Systems, LLC in the estimated amount of $1,421,329.69, Neptune Technology Group, Inc. in the estimated amount of $5,427,862.80, and Core & Main LP in the estimated amount of $152,375.00, lowest responsible bidders of eleven - Total estimated amount of $24,219,295.69 - Financing: Dallas Water Utilities Fund

BACKGROUND
This action does not encumber funds; the purpose of a master agreement is to establish firm pricing for goods, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This master agreement will provide for the purchase of water meters, accessories and parts for the Dallas Water Utilities Department (DWU). The items will include water meters in various sizes ranging from 5/8 inch to 10 inches and parts for the water meters that can be restored to an operable state. The meters will be used for new services and as replacements for damaged and/or non-repairable units for the City's approximately 320,000 residential commercial and industrial customers.
Additionally, this master agreement will provide DWU the opportunity to expand its automated meter reading capabilities. meters that are compatible with automated meter infrastructure (AMI). DWU employs AMI in a small portion of the City, as part of its continuing efforts to improve efficiency. These meters allow DWU to collect meter reads manually, by fixed network, or mobile network.
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.

On June 23, 2021, the City Council authorized a three-year master agreement for water meters, parts, and accessories for the Water Utilities Department is authorized with Badger Meter, lnc. dba National Meter & Automation, Neptune Technology Group, lnc. Mueller Systems, LLC, ltron, lnc., Core & Main LP., Master Meter, lnc., Process Solution Corp. dba Total Process Solutions, lnc., Fortiline, lnc. dba Fortiline Waterworks, Metron-Farnier, LLC and Sensus USA, lnc. by Resolution No. 21-1126.
