Title
Authorize (1) the application for and acceptance of a grant from the National Highway Traffic Safety Administration through the Texas Department of Transportation (TxDOT) for the Selective Traffic Enforcement Program (STEP) Click It Or Ticket Mobilization Grant (Grant No. 2026-Dallas-CIOT-00002, Federal Award ID No. 30000405BTXH, Assistance Listing No. 20.616) in the amount of $42,360.00 for the safety belt enforcement initiative for the period May 15, 2026 through June 3, 2026; (2) the establishment of appropriations in the amount $42,360.00 in the TxDOT FY26 STEP Click It Or Ticket Mobilization Grant Fund; (3) the receipt and deposit of funds in the amount of $42,360.00 in the TxDOT FY26 STEP Click It Or Ticket Mobilization Grant Fund; (4) a local cash match in the amount of $10,598.06; and (5) execution of the grant agreement with TxDOT and all terms, conditions, and documents required by the agreement - Total amount of $52,958.06 - Financing: General Fund ($10,598.06) and TxDOT FY26 STEP Click It Or Ticket Mobilization Grant Fund ($42,360.00)

BACKGROUND
The Dallas Police Department receives the "Click It Or Ticket" Mobilization Grant which provides for the reimbursement of overtime salaries paid to officers enforcing seatbelt and child safety seat laws at locations throughout the City of Dallas.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On November 11, 2020, the City Council authorized an application for and acceptance of the “Click It Or Ticket” Mobilization Grant from the Texas Department of Transportation for a safety belt enforcement initiative for the period November 13, 2020 through December 2, 2020; a City contribution of pension and Federal Insurance Contributions Act costs; and execution of the grant agreement by Resolution No. 20-1812.
On May 12, 2021, the City Council authorized an application for and acceptance of the “Click It Or Ticket” Mobilization Grant from the Texas Department of Transportation for a safety belt enforcement initiative for the period May 21, 2021 through June 9, 2021; a City contribution of pension and Federal Insurance Contributions Act costs; and execution of the grant agreement by Resolution No. 21-0766.
On May 10, 2023, the City Council authorized an application for and acceptance of the “Click It Or Ticket” Mobilization Grant from the Texas Department of Transportation for a safety belt enforcement initiative for the period May 19, 2023 through June 7, 2023; a City contribution of pension and Federal Insurance Contributions Act costs; and execution of the grant agreement by Resolution No. 23-0634.
On May 8, 2024, the City Council authorized an application for and acceptance of the “Click It Or Ticket” Mobilization Grant from the Texas Department of Transportation for a safety belt enforcement initiative for the period May 17, 2024 through June 5, 2024; a City contribution of pension and Federal Insurance Contributions Act costs; and execution of the grant agreement by Resolution No. 24-0677.
On May 14, 2025, the City Council authorized an application for and acceptance of the “Click It Or Ticket” Mobilization Grant from the Texas Department of Transportation for a safety belt enforcement initiative for the period May 16, 2025 through June 4, 2025; a City contribution of pension and Federal Insurance Contributions Act costs; and execution of the grant agreement by Resolution No. 25-0707.
