Body
BACKGROUND
The Office of Housing and Community Empowerment (“OHCE”) issued a Notice of Funding Availability (NOFA) on July 16, 2026. Three proposals were received and evaluated in accordance with applicable requirements detailed in the NOFA. After the proposal evaluation committee completed their review and scoring, Bridge Steps - one of three respondents to the NOFA - withdrew their proposal. Transition Resource Action Center (“TRAC”) received the highest score of the two remaining proposals based on demonstrated competence, qualification, and cost, and is recommended for the award.
The recommended vendor will provide housing and supportive services to unaccompanied youth twenty-four years of age and younger who are experiencing homelessness. TRAC has continuously operated youth homelessness programming for more than two decades and has served as the City of Dallas Youth Homelessness Program provider since 2019. The organization’s program activities are delivered through an integrated service model that blends street outreach, low-barrier drop-in engagement, intensive case management, and housing navigation to ensure continuity of care from first contact through stabilization. During the contract term, the program is expected to serve 200 youth engaged through street outreach, drop-in services, and case management services toward housing stabilization and self-sufficiency goals. In addition, 70 percent of youth are expected to maintain housing for at least three months following Youth Homeless and Housing Services Program exit, reflecting the program’s emphasis on both housing access and post-exit stability.
