Authorize a three-year cooperative purchasing agreement for continued use of the network visibility solution for the Department of Information and Technology Services with Presidio Networked Solutions Group, LLC through the Texas Department of Information Resources cooperative agreement - Not to exceed $404,597.50 - Financing: Data Services Fund (subject to annual appropriations)

BACKGROUND
This cooperative purchasing agreement will provide for the continued use of the network visibility solution for the Department of Information and Technology Services. NetScout Visibility as a Service will expand monitored devices, segments of network, and provide enhanced reporting of activity across the enterprise network. It will also augment City teams’ ability to analyze errors, warnings, bandwidth utilization, and set appropriate altering levels and mechanisms. The solution will provide an overall high-level visibility of City of Dallas network performance and health condition.

The Texas Department of Information Resources cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 23, 2020, the City Council authorized three separate, three-year cooperative purchasing agreements for the purchase and installation of hardware, licenses, maintenance, and support of various network elements that together comprise a multi-level network security and monitoring solution in response to COVID-19 work from home efforts for the Department of information and Technology Services with Future Com Ltd. through The Interlocal Purchasing System cooperative agreement for the lXlA Enterprise system and Nozomi system and Presidio Networked Solutions Group, LLC through the Department of information Resources cooperative agreement for the NetScout system by Resolution No. 20-1440.
On January 22, 2025, the City Council authorized a two-year contract, for the continued use of a network visibility solution with Presidio Networked Solutions Group LLC., by resolution No. 25-0211.
