BACKGROUND

 

This project includes the extension of Cockrell Hill Road across the Union Pacific Railroad tracks with a new bridge and the reconstruction of 1500 linear feet of Vinson Street north of the bridge including curb, gutter, sidewalks, drainage, water and wastewater utilities, and a new traffic signal at the intersection of Cockrell Hill Road and Singleton Boulevard. The bridge will be a four-lane divided section, and the roadway will be a five-lane undivided section with a continuous left turn lane.

 

On January 11, 2017, the City Council authorized a Project Specific Agreement with Dallas County for participation in the design, right-of-way acquisition, and construction of paving and drainage improvements for Cockrell Hill Road from La Reunion Parkway to Singleton Boulevard, in an amount not to exceed $6,305,000.00, by Resolution No. 17-0079.

 

Cockrell Hill Road from La Reunion Parkway to Singleton Boulevard is a partnership project between the City of Dallas and Dallas County. Dallas County was the lead agency to administer design and right-of-way (ROW) acquisition of the project. The design and ROW acquisitions are complete, and the funding obligations have been satisfied. The City and Dallas County mutually agree that the City should be the lead agency to administer the construction of the project. The City and Dallas County desire to terminate the existing Project Specific Agreement (PSA) and enter into a new PSA designating the City as the lead agency to administer construction of the project.

 

 

 

 

This action will authorize the termination of the Project Specific Agreement with Dallas County, previously approved on January 11, 2017, by Resolution No. 17-0079, to allow the City to enter into a new Project Specific Agreement with Dallas County to make the City the lead agency to administer construction for Cockrell Hill Road from La Reunion to Singleton Boulevard.

On June 9, 2021, the City Council authorized a new ten-year master agreement with Dallas County governing transportation Major Capital Improvement Program, by Resolution No. 21-1001.
