BACKGROUND

 

On November 12, 2025, the City of Dallas advertised a Request for Competitive Sealed Proposal (RFCSP) for the construction of the Campbell Green Recreation Center Project with bids due December 19, 2025. An in-person pre-proposal conference was held on December 9, 2025.

 

In response to the advertisement, the Office of Procurement Services received submittals from twelve firms on December 19, 2025. The bid procurement process complied with the City’s Administrative Directive 4-05: Contracting Policy, Section 10 Procurement Processes.

 

The Campbell Green Recreation Center Renovation and Expansion Project is the renovation of an existing 14,468 square foot recreation building with an addition that is 6,088 square feet into an expanded 20,566 square foot recreation center that will serve the Campbell Green Park community. The renovated recreation center will include a new office suite and activity room, a fitness classroom with an expanded fitness room and a new kitchenette to serve the renovated multi-purpose room.

 

This action will authorize a construction services contract with JC Commercial, Inc., best value proposer of twelve, for the construction of the Campbell Green Recreation Center Renovation and Expansion Project.

PROCUREMENT INFORMATION

 

Proposals based on the RFCSP procurement process are evaluated on pre-set criteria which include qualifications of the prime contractor, subcontractor experience, cost, construction amount and schedule ratings, which are based on mathematical formulas, with the best price and best schedule being given the highest scores. Ratings “0” to “10” are given for each criterion with “10” being the best rating. These ratings are multiplied by the weighting to obtain the score for each criterion.
