Authorize a ratification to the bid services agreement of an emergency procurement with Fleetwood Services LLC for purchase of 108,000 square feet of greens preparation work and TifEagle Bermuda green sprigs (1) the removal of 108,000 square feet of the existing soil and turf; (2) purchase of TifEagle Bermuda sprigs; and (3) assisting in necessary planting for the Park and Recreation Department to use at Cedar Crest Golf Course located at 1800 Southerland Avenue - Fleetwood Services LLC, lowest responsible proposer of three - Not to exceed $261,100.00 - Financing: General Funds (subject to annual appropriations)

BACKGROUND
Cedar Crest Golf Course located at 1800 Southerland Avenue, an 18-hole golf course maintained by the City of Dallas, has experienced a situation that has caused difficulty in growing in and maintaining adequate turf coverage on the course greens this season. This is the result of an infestation of Poa Annua, an invasive and chemically resistant turfgrass pest. In an effort to combat this infestation, staff decided to close the course for two weeks to over-seed the greens with the intent being to provide a quality putting surface until the Bermuda grass begin to grow. Unfortunately, this action did not address the infestation and the turf conditions have continued to decline. Park Department golf course maintenance staff have been in contact with turf specialists and agronomists in the region to develop a plan to replace the greens over the next six to eight weeks. This process requires the closure of the golf course beginning July 1, 2022, and then a series of actions will need to be taken in order to remove the infected turf and replant with TifEagle Bermuda greens turf and reopen the course by October 1, 2022.
The purpose of this bid services agreement ratification and emergency procurement with Fleetwood Services, LLC is to secure the removal of 108,000 square feet of existing turf and soil from the greens profile at a depth of two to three inches in order to remove the Poa Annua seed bank and provide a clean, smooth surface for the Tif-Eagle Ultra dwarf Bermudagrass sprigs to be planted. This will allow for maintenance staff to grow in the greens over an eight to ten-week period of time and then provide a quality playing surface for the customers of Cedar Crest Golf Course.
Cedar Crest Golf Course averages 35,000 rounds of golf annually while producing over $619,000.00 in annual revenue on average (General Fund and Multi-Year Fund)

In accordance with the City of Dallas Administrative Directive 4-05 procurement guidelines, Fleetwood Services LLC was selected as the most qualified consultant for this project.
PROCUREMENT INFORMATION
The Department has requested approval from the Office of Procurement Services to act on this purchase as an emergency under Local Government Code, Section 252.022 (3) - specifically, a procurement necessary because of unforeseen damage to public machinery, equipment or other property. Three quotes were requested from vendors known to provide golf course services but only one proposer responder response was received is able to provide the necessary service - Fleetwood Services LLC.
