Body

BACKGROUND

On November 9, 2022, the City Council authorized a professional services contract with HDR Engineering, Inc. (HDR) to prepare the City’s Long Range Water Supply Plan Study to the Year 2080 and beyond. The purpose of the study is to determine strategies and alternatives to obtain and connect additional water supplies in order to meet the future needs of the customers of Dallas Water Utilities (DWU). The last full review of Dallas’ Long Range Water Supply Plan (LRWSP) was conducted in 2014, and a new long-range plan is needed in order to determine Dallas’ future population and water needs to the year 2080 and beyond. The results of the LRWSP, once adopted, will be submitted to the Region C Water Planning Group, and will be incorporated into the 2026 Region C Water Plan and the 2027 State Water Plan.

This action will authorize Supplemental Agreement No. 1 to the professional services contract with HDR to evaluate additional alternatives for the connection of the Integrated Pipeline Project (IPL) to Dallas’ treatment and distribution system, evaluate and prepare water right applications related to Lewisville and Ray Roberts lakes, and investigate seasonal aquifer storage and recovery to meet peak summer demands in the southern area of the DWU water delivery system. DWU’s retail and wholesale customer systems have experienced significant growth in demands since the 2014 LRWSP, with recent rapid growth occurring in the southwest portion of Dallas’ service area. Therefore, DWU has requested additional analysis of its IPL connection options. The update will revisit the potential for a new Water Treatment Plant (WTP) to treat IPL water for supply of finished water directly to the distribution system in the southwest portion of the City. The new WTP strategy would treat blended (Cedar Creek, Richland-Chambers, and Palestine) raw surface water from the IPL directly, or water delivered through Joe Pool Lake, providing additional supply and treatment capacity beyond the three existing DWU WTPs. The new WTP delivery option will be compared to the current IPL to Bachman delivery strategy to determine the best way to meet current and future demands in a cost effective and timely manner.

In addition to the IPL connection evaluation, DWU has identified the need for water right permitting support and the evaluation of aquifer storage and recovery (ASR) as a resilient supply option. HDR will provide permitting support for a diversion upstream of Elm Fork Reservoirs and evaluate the potential to divert additional water from the flood pool of US Army Corps of Engineers operated reservoirs where DWU has water rights. As part of this supplement, HDR will also look at an ASR strategy that could be used operationally to meet peaking needs in the summer. This evaluation will look at the infrastructure required and whether or not there is sufficient capacity and supply available in off peak times to perform as needed.
