Authorize (1) the acceptance of a grant from the U.S. Department of Transportation, Federal Highway Administration through the Texas Department of Transportation (TxDOT) for the Transportation Alternative Set-Aside (TASA) Grant (Agreement No. CSJ 0918-47-210, CFDA No. 20.205) in the amount of $554,682.00 as federal share in the total project cost estimate of $834,311.00 (includes Federal $554,682.00, Direct State $55,468.00, and Indirect State $36,956.00 participation totaling $647,106.00) for costs related to the construction of the separated bicycle and pedestrian trail connection to include conflict zone at intersections and driveways, and new signal locations from Houston Street to Klyde Warren Park known as the Union Bikeway Connector; (2) the establishment of appropriations in the amount of $554,682.00 in the TxDOT TASA Program Project Grant-Union Bikeway Connector Fund; (3) the receipt and deposit of funds in the amount of $554,682.00 in the TxDOT TASA Program Project Grant-Union Bikeway Connector Fund; (4) a required local match in the amount of $187,205.00 from General Fund; (5) the disbursement of a portion of local match funds in the amount of $48,535.00 to be issued as warrant checks to TxDOT for State construction costs and other State direct costs related to the project (includes payments prior to construction; initial payment $34,668.00 and second payment $13,867.00); and (6) execution of the Advance Funding Agreement with TxDOT and all terms, conditions, and documents required by the agreement - Total amount of $834,311.00 - Financing: Texas Department of Transportation Grant Funds ($647,106.00) and General Fund ($187,205.00)

BACKGROUND
On June 8, 2017, the North Central Texas Council of Governments awarded the City of Dallas funding through the 2017 TASA Program Call for Projects for the Union Bikeway Connector. This project will connect Klyde Warren Park to dedicated bicycle lanes on Houston Street, and effectively the Katy Trail, through a combination of on and off-street dedicated bicycle facilities. To accommodate the implementation timelines set forth through TASA, it is necessary to secure the construction funds to complete the design.
In December 13, 2017, City Council adopted the Downtown Dallas 360 Plan Update. This plan included a list of streets with proposed bicycle and pedestrian improvements in downtown and the surrounding neighborhoods. The list covers the streets affected by this project.
On September 26, 2018, City Council approved the modification to the professional services contract with Kimley-Horn and Associates, Inc. for the design of this project.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 11, 2017, City Council authorized a professional services contract with Kimley-Horn and Associates, Inc. for the engineering design services of on-street bicycle facilities at various locations by Resolution No. 17-0128.
On September 26, 2018, City Council authorized a Supplemental Agreement No. 1 to the professional services contract with Kimley-Horn and Associates, Inc. to replace the design of on-street bicycle facilities on Ervay Street and St. Paul Street with the design of the Union Bikeway Connector by Resolution No. 18-1363.
