BACKGROUND
The United States Capital Police (USCP) is a federal law enforcement agency under the Legislative Branch of Government whose mission is to protect the Congress - its Members, employees, visitors, and facilities - so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment. The USCP Protective Services Bureau (PSB) has the statutory requirement pursuant to 2 U.S.C. §1966 to protect the Members of Congress when security considerations so require. In order to fulfill this responsibility, PSB requires augmentation of its capabilities in the form of law enforcement support within the jurisdiction of the City of Dallas.
This open-ended agreement establishes the framework for the purpose of reimbursing the City of Dallas for agreed upon law enforcement services and support, equipment, and resources at the request of the United States Capitol Police (USCP). These services encompass a wide spectrum, including protective missions during Congressional events and other USCP protective operations within Dallas city limits. Notably, it enables reimbursement for overtime expenses incurred by Dallas Police Department and Dallas Fire Rescue Department personnel.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On, June 12, 2024, the City Council authorized to execute a Memorandum of Understanding with the United States Capital Police to provide reimbursement for law enforcement services, support, and enhancements from the Dallas Police Department and Dallas Fire Rescue Department during the NRCC Majority Gala in an amount not to exceed $150,000.00.
FISCAL INFORMATION
This action has no cost consideration to the City. Expenses incurred for agreed upon events will be reimbursed by the USCP at 100 percent. Events may range in size and complexity; therefore, future reimbursed amounts are not yet known.
In 2024, the City provided resources for the NRCC and received reimbursement in the amount of $100,052.87.
