BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This Supplemental Agreement will provide for continued support for an executive and professional search firm for multiple areas of expertise for the Department of Human Resources (PER). This contract is in addition to previously awarded contracts to assist PER in support and execution of professional and executive candidate searches for all areas of the City.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. This contract extension includes the living wage of $12.38.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On Aprill 27, 2022, the City Council authorized a three-year service price agreement, with one two-year renewal option, for executive and professional search firms for multiple areas of expertise for the Department of Human Resources with POLIHIRE Strategy Corp, Confidential Search Solutions LLC, SENSA Solutions, Inc. dba Korn Ferry Government Consulting Services, vTech Solutions, Inc., and Lincoln Leadership Advisors, LLC by Resolution No. 22-0655.
On December 10, 2025, the City Council authorized Supplemental Agreement No. 1 to extend the service contracts with POLIHIRE Strategy Corp and SENSA Solutions, Inc. dba Korn Ferry U.S. Government Consulting Services for executive and professional search firms for multiple areas of expertise for the Department of Human Resources from October 30, 2025 to April 29, 2026 by Resolution No. 25-1889.
FISCAL INFORMATION
This action has no cost consideration to the City. This no-cost extension will extend the contract term only and will not increase the contract amount. Sufficient previously approved funds remain available, and the extension is necessary to allow continued services while a new agreement is finalized, as the contract has exhausted its allowable six-month extension.
