Title
Authorize (1) an increase in the construction services contract with Austin Filter Systems, Inc. for erosion control improvements at seven locations (list attached to Agenda Information Sheet); and (2) an increase in appropriations in an amount not to exceed $422,996.00 in 2024 Certificate of Obligation Fund - Not to exceed $587,723.32, from $5,886,800.00 to $6,474,523.32 - Financing: Street and Alley Improvement Fund ($75,420.00), Flood Control (D) Fund (2017 General Obligation Bond Funds) ($89,307.32), and 2024 Certificate of Obligation Fund ($422,996.00)

BACKGROUND
On May 25, 2022, the City Council authorized a contract with Austin Filter Systems, Inc. for the installation of erosion control improvements at seven locations experiencing severe erosion. The improvements include the installation of gabion walls, retaining walls, gabion mattresses, slope, and channel improvements to protect structures and infrastructure and to minimize creek bank erosion. During implementation of the proposed improvements, it was determined that additional construction quantities were necessary to properly address the site conditions and to address increased erosion since the engineering plans were completed.
This action will authorize Change Order No. 1 to the contract with Austin Filter Systems, Inc. for additional work and site modifications at the following locations: Cedar Branch Culvert at West Clarendon Drive, West Kiest Boulevard at Five Mile Creek, 3918 Pyka Drive at Crow Creek, 2625, 2641, 2663, 2667, 2687, and 2691 Deep Hill Circle, 408 Glen Oaks Boulevard at Woody Branch, Bonnie View Road over Five Mile Creek, and Dixon Branch at Club Creek Circle. The proposed change order includes additional materials and construction services for gabions walls, gabion mattress, gabion anchors, HDPE pipe, surveying and select borrow due to field changes and design modifications and adds 90 working days to the contract. Approval of the contract increase will ensure necessary improvements are implemented and adjacent structures and infrastructure are properly protected from future erosion.
