Authorize an increase to the construction services contract with Douglas Dailey Construction, LLC for additional work associated with water and wastewater main replacements at three locations (list attached to Agenda Information Sheet) - Not to exceed $2,021,220.00, from $12,849,656.60 to $14,870,876.60 - Financing: Water Capital Improvement G Fund ($1,571,220.00) and Wastewater Construction Fund ($450,000.00)

BACKGROUND
On October 8, 2024, the City Council authorized a construction services contract with Douglas Dailey Construction, LLC for the installation of water and wastewater mains and extension of water and wastewater mains to unserved areas at 21 locations. A portion of the contract was set up to address emergency projects as needed to support Dallas Water Utilities operations and to replace/relocate infrastructure in advance of time sensitive projects.
This action will authorize an increase in the construction services contract with Douglas Dailey due to the amount of emergency project needs encountered within the first 12 months of the contract. The increase will ensure adequate capacity in the contract for emergency needs through completion of the contract, planned for late 2027. Two significant emergency projects are being completed at Corinth Street from South Riverfront Boulevard to Union Pacific Railroad and at Margate Drive west of Manchester Drive. The work includes the installation of approximately 719 feet of 16-inch diameter water main and 957 feet of 10-inch and 16-inch diameter wastewater mains on Corinth Street from South Riverfront Boulevard to Union Pacific Railroad and approximately 1,842 feet of 8-inch diameter water main at Margate Drive west of Manchester Drive and in the easement perpendicular to Margate Drive, Enfield Drive, and Glenleigh Drive north of northwest Highway.
The utility relocations and upgrades at Corinth Street are being completed in advance of pavement and drainage improvements by the Department of Transportation and Public Works (TPW). TPW is scheduled to start pavement and sidewalk reconstruction work following completion of the utility work near the Longhorn Ballroom on Corinth Street in preparation for FIFA World Cup in 2026. Water main replacement work at Margate Drive and the adjacent easement is being completed on an urgent basis due to the poor condition of the pipeline and main breaks that have resulted in flooding and property damage.
The contractor has submitted an acceptable proposal for the additional work. Approval of this change order will allow the work at Corinth Street to be completed ahead of the FIFA 2026 World Cup, provide for the completion of the urgent main replacement at Margate Drive, and recoup contract capacity for future emergency needs within the contract through completion of the contract term.
