Authorize a three-year cooperative purchasing agreement for continuous use for a governance, risk, and compliance software solution for the Department of Information and Technology Services with SHI/Government Solutions, Inc. through The Interlocal Purchasing System cooperative agreement - Not to exceed $532,077.00 - Financing: Data Services Fund (subject to annual appropriations)

BACKGROUND
This cooperative purchasing agreement will provide for a governance, risk, and compliance software solution. The Department of Information and Technology Services will use this tool to track compliance with various regulatory frameworks e.g. Payment Card Industry, Health Insurance Portability and Accountability Act (HIPAA), and National Institute of Standards and Technology -173. This module will also disseminate compliance surveys and assign remediation assignments in instances of failed compliance, complete privacy assessments of departments, and ensure business impact analyses are updated regularly for disaster recovery and business continuity purposes.
The Interlocal Purchasing System cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On December 13, 2023, the City Council authorized a two-year contract, for a governance, risk, and compliance software solution with SHI/Government Solutions, Inc., for the Department of Information and Technology Services, by Resolution No. 23-1662.
